N00164-18-R-JN63 - SOLE SOURCE - CYCLIC STICK, PILOT COLLECTIVE STICK and CO-PILOT COLLECTIVE STICK ASSEMBLY - FSC 1680 - NAICS 336411 Issue Date 30 MAR 2018 - Closing 30 APR 2018 - Time 2:00 PM EST Naval Surface Warfare Center (NSWC) Crane has a requirement for cyclic stick assembly (part#96400-21222-041), pilot collective stick (part#96400-21401-043) and co-pilot collective stick (part#96400-21042-043). The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, Sikorsky Aircraft Corporation, Stratford, CT 06614, under the authority of FAR 6.302-1(a)(2). This is being sole sourced because Sikorsky is the original equipment manufacturer of the Cyclic Stick Assembly, Pilot Collective Stick and the Co-Pilot Collective Stick. Sikorsky is the only source that currently possesses sufficient requisite knowledge, engineering expertise, and technical data required to manufacture this item. No other source has the technical qualification and necessary resources to either perform the work described herein, or will any other supplies or services satisfy the Government's requirement. Award of a five (5) year Firm-Fixed Price Indefinite Delivery Indefinite Quantity contract is anticipated. The contract award minimum quantity is 50 and the contract maximum is estimated to be $4,500,000 for this contract. Delivery is FOB Destination. The anticipated contract award date is on or before 18 October 2018. FAR Part 15 Contracting by Negotiation procedures will be used. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and /or award.
