(NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a Sole Source Firm-Fixed Price Contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive quotes. The National Institute of Allergy and Infectious Diseases (NIAID) National Institutes of Health (NIH) intends to award a firm-fixed price sole source contract to: EMD Millipore Corporation, 290 Concord Rd. Billerica, MA 01821 for renewal of the annual service agreement on the Water Purification Systems. Period of Performance: 3/1/17-2/28/18. Equipment to be covered: •Qty 9 Milli-Q Academic 120V PROD •Qty 1 Milli-Q Gradient 120V/60HZ •Qty 1 Milli-Q® Direct 8 •Qty 1 RiOs TM 3 •Qty 1 Synergy® Remote The associated North American Industry Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $20.5M. EMD Millipore Corporation is other than a small business. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 30 days of this notice. The National Institute of Allergy and Infectious Diseases (NIAID), has a need for a service agreement on existing EMD Millipore equipment, with a period of performance of 03/01/2018 to 2/28/2019. Equipment to be covered: •Qty 9 Milli-Q Academic 120V PROD •S/N F7PN32146I, F8HN96792E, F8PN25466C, F8PN25466E, F8PN25466K, F7PN32146K, F8AN07882B, F8HN96792I, F8HN96792K •Qty 1 Milli-Q Gradient 120V/60HZ - S/N F8NN23767A •Qty 1 Milli-Q® Direct 8 - S/N F4SA43426C •Qty 1 RiOs TM 3 - S/N F2SA84119B •Qty 1 Synergy® Remote - S/N F5BA52771D This agreement must be invoiced quarterly in arrears. EMD Millipore is the manufacturer, and this equipment must be serviced by EMD Millipore certified technicians. Must use OEM parts. All agreements must provide: •2 preventative maintenance inspections including mechanical, hydraulic and electrical checks; and 1 PM kit provided to include preventive replacement of worn parts using a system-specific maintenance kit. •Labor, travel expenses, and parts. All work to be provided by certified technicians with OEM parts. •Software and Firmware updates. •Unlimited telephone support for equipment. This agreement must be invoiced quarterly in arrears. EMD Millipore is the manufacturer, and this equipment must be serviced by EMD Millipore certified technicians. Must use OEM parts and cover all monitors and computers attached to these systems. All responsible sources who are certified by EMD Millipore as authorized third-party repair vendors may submit a proposal showing their capabilities and past performance repairing this type of equipment. The vendors shall provide certification from original equipment manufacturer that they are authorized to perform these services and have access to OEM parts and supplies. All responsible sources may submit a response that will be considered. Award will be based on the capability of the item offered to meet the above stated salient characteristics, past performance, delivery, warranty, price and the best value to the government. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that EMD Millipore is the only vendor which can provide the requested services for NIAID. However, firms that believe they can provide the capability required to fully meet the Government's requirement may submit a capability statement, proposal or quotation that will be considered by this Agency in writing to the identified point of contact within ten (10) days after publication of this notice. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The vendors shall provide certification from original equipment manufacturer that they are authorized to perform these services and have access to OEM parts and supplies. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement or submit offers on NOI-RML-E-1894364.
