Description
Solicitation issued to address questions from prospective offerors. Question 1: Will the Government allow the contractor to hire a local  certified company to apply pre and post emergent, provided the contractor is on site and supervises the events? Answer 1: Yes. Question 2: Will the  Government authorize a substitution for the Certified Arborist, with a Landscaper with 35 years of experience trimming trees, and holds a Bachelor of Science in Horticulture? Answer 2: Yes. For this scope of work, the degree and experience would be an acceptable substitute. Question 3: Is there an incumbent Contractor? Answer 3: Yes. DeWitt and Company. Question 4: When looking at a satellite map of the cemetery, It is not possible to ascertain the area to be used  for contractor staging, would   the government advise where this area is located? Answer 4:  There is no area for a permanent contractor staging area during this contract.   No room for chain link fenced area or storage units. There is a service road that enters the VA Hospital property at the NE corner of the cemetery.   There is room on either side of that service road for staging during work days only.   In addition, there is a right of way outside the cemetery fence along Spur 100 on the east side of the cemetery.   This may be used for unloading equipment only, as needed, but for that purpose only.   Vehicles/equipment should not be parked along Spur 100. Any damage to these areas made by contractor shall be repaired by contractor at no expense to the government. Question 5: When the Pre and Post emergent are sprayed, typically there is a green dye in order to keep track of where the chemicals have been sprayed.   Can the chemical application contain the dye, provided it is never sprayed on monuments or markers of any kind? Answer 5: Marker dye that is made for herbicide applications may be used, if needed.   It shoud be of a type specifically manufactured for this purpose which will disappear in 3 to 5 days.   However, extreme care must be taken to not spray solution containing marker dye on headstones, markers, monuments.   Contractor will be responsible for cleaning up any overspray on the same day.
