- Performance Work Statement Survey Questionnaire THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY; NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. In accordance with Federal Regulation 19.202-2(a), the Defense Commissary Agency (DeCA) is conducting market research to locate small business concerns. The NAICS code for this acquisition is 311710 Seafood Product Preparation and Packaging, which sets the small business threshold at 750 employees. The Defense Commissary Agency is seeking qualified contractors for the acquisition and delivery to furnish all personnel, supervision, food products, expandable supplies, and other items unless specified, necessary to operate a well-stocked seafood market resale operation; to include "roadshows" offering a variety of items in quantities to satisfy patron demands, ensuring savings, increase sales, and maximize patron satisfaction at the following locations: CLIN 0001: DeCA East Area (10 locations in District of Colombia, Maryland, and Virginia): Andrews AFB, Ft Meade, Bolling AFB, Ft Belvoir, Quantico MCCDC, Langley AFB, Little Creek NAB, Ft Lee, Norfolk NB, & Ft Eustis CLIN 0002: DeCA East Area (1 location in New Jersey): McGuire AFB CLIN 0003: DeCA Central Area (3 locations in Florida): Jacksonville NAS, Mayport NS & MacDill AFB *Additional commissary locations may be added to a CLIN prior to the closing date of the solicitation upon release. The Contract will be written and administered as a Performance Based Services Acquisition (PBSA). This method of contracting requires the Government to describe the requirements the Contractor must meet in terms of outcome or results. The "how" is left to the Contractor, within certain regulatory guidelines as reference in the performance work statement and contract. This allows the Contractor more flexibility in achieving the desired results. The Contractor shall execute its responsibilities under the resultant contract in a manner that is consistent with the performance standards contained within the performance work statement (See Attachment 1). The period of performance is projected to consist of a base period of 24 months and three option periods of 12 months. All seafood will be procured only from approved sources. Approved sources are those approved by the U.S. Army Public Health Command (USAPHC) and posted on the USAPHC website.
