- 36C24518R0114 The Department of Veterans Affairs is seeking Nursing Home Services for beneficiaries in the catchment areas of Northern Virginia; Prince George County, Washington DC, and Montgomery County Maryland. This notice is a request for competitive quotes, proposals, or information for Nursing Homes, NAICS code 623110. Please direct all questions to the contracting Officer, Joan Jones @ joan.jones@va.gov. 1. Federal Acquisition Regulation (FAR) Indefinite Delivery Contract (IDC): In accordance with FAR 16.504, Indefinite-Quantity Contracts, this is an IDC for the time period [from the Award Date for one (1) base year with four (4) options to renew to be exercised at the sole discretion of the Government]. 2. Services Rendered at VA Per Diem Rates: Upon acceptance of a VA patient by the CNH, if and when requested by the VA Contracting Officer or authorized representative, the Contractor shall furnish all supplies and services herein described, at the per diem rates for the Levels of Care specified in the Schedule of Items of the RFP (36C24518R0114 ) IDC. the VA Levels of Care are defined in an attachment in Section D.1 of the solicitation and the IDC. VA is obligated only to the extent authorized placement of patients is made in accordance with this IDC. 3. The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer (1) Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB) (c) all other small business concerns (d) other than small business (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made.
