- Ladder Fuels Reduction - Okanogan-Wenatchee National Forest The Tonasket Ranger District on the Okanogan-Wenatchee National Forest intends to acquire by contract forestry services for ladder fuels reduction and slash treatment. Estimated quantity is 1001 acres of ladder fuels reduction and an option for 1001 acres of buck, lop and scatter of existing slash, including hand piling. Contract performance period is from May 01, 2018, to September 30, 2018. Work must be completed, inspected, accepted, and invoiced by September 30, 2018. Service Contract Labor Standards (formerly known as the Service Contract Act of 1965) wage rates, apply. Offerors shall possess a Washington State Farm Forest License (FLC) and a U.S., Department of Labor, Migrant and Seasonal Agricultural Workers Protection Act (MSPA) Registration on the quotation due date. Project Manager is Ms. Kathryn Chester, 509-486-5126. The Forest Service intends to issue a Request for Quotations (RFQ) for commercial services under FAR Part 12. Solicitation will result in a single award for a performance based, fixed price contract, with option items. This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on the basis of: (1) price; (2) past performance; and (3) technical capability: experience; technical approach; safety plan; quality control plan; and proposed use of bio-preferred items. Washington State FLC and DOL MSPA Registrations are a required and will be evaluated on a Go/No Go basis. Price is of equal importance as the combined past performance and technical capability factors. Within the technical capability subfactors, experience and technical approach are more important than the safety plan; quality control plan; and proposed use of bio-preferred items. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. This solicitation will be available on or about MAR 09, 2018. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
