- Pre-Solicitation Notice This notice is provided pursuant to FAR 5.204 Action Code: Presolicitation Date: February 22 Year: 2018 Classification Code: NAICS - 541611 Administrative Management and General Management Consulting Services; PSC - Q999 Medical - Other Contracting Office Address: Health Resources and Services Administration Office of Acquisition Management and Policy 5600 Fishers Lane Room 14W08 Rockville, Maryland 20857 Subject: The Organ Procurement and Transplantation Network (OPTN) Proposed Solicitation Number: 18-250-SOL-00017 Point of Contact: Patrick Mauro, Contract Specialist; PMauro@HRSA.gov; 301-945-5151 Place of Contract Performance: The contractor's facilities. Description: This is a pre-solicitation notice only. A written solicitation will be issued on March 9, 2018 or later. The Health Resources and Services Administration (HRSA) intends to issue a competitive solicitation for the operation and support of the OPTN. The proposed period of performance for this contract is a 12 months Base and four (4) 12 months option periods. The proposed period of performance start date is September 30, 2018. The anticipated contract type will be cost-reimbursement, with reimbursement from both federal appropriations and OPTN registration fees. Per the National Organ Transplant Act of 1984, as amended (42 U.S.C. § 274(b)(1)), an eligiblefferor must be a private nonprofit entity that has an expertise in organ procurement and transplantation. The purpose of this procurement is to provide support for the continued operation of the (OPTN). The selected contractor will operate a national system, leveraging information systems and telecommunication technology, to facilitate the recovery, allocation, and distribution of donor organs with individuals waiting for an organ transplant. The contractor will also support the governance activities of the OPTN by providing administrative support to the OPTN Board of Directors, the OPTN Executive Committee, and OPTN organ-specific and other committees. The committees develop and continually update OPTN bylaws and organ procurement and transplantation policies and monitor OPTN members for compliance with Federal laws and regulations and the bylaws and policies of the OPTN. The solicitation will be available at the Government website www.fbo.gov. It is the offeror's responsibility to monitor the site for amendments to the solicitation. All responsible offerors may submit a proposal in response to the solicitation after it is released on FBO.gov. All proposals received will be evaluated in accordance with the factors stated in the solicitation. At this time, no action is required by any prospective offerors. The government will only respond to questions related to the solicitation after it is posted on FBO.
