Description
The Department of Veterans Affairs (VA), Veterans Health Administration, Network Contracting Office (NCO) 17, San Antonio, TX, is issuing a notice of intent to award a sole source firm-fixed-price contract to eC2 Software Solutions on behalf of the North Texas Veterans Health Care Hospital located in Dallas, TX. The VA has a requirement for Nuclear Medicine Information System (NMIS) Network Software/Hardware described below: PROJECT SCOPE AND REQUIREMNTS: The NMIS has been utilized with the Nuclear Medicine Service for 16 years. It is used as an extensive electronic patient record keeping system for the receipt and return of all radioactive material. Enterprise Solution: Allows data to be installed on a single server and accessed from multiple hospitals/clinics and includes unlimited user license for the Dallas VA Medical Center and VA Fort Worth Outpatient Clinic HL7 Interface: Provides the ability to share data between any hospital or radiology information system and the NMIS program; all pertinent patient demographic data will already be pre-filled within the scheduler module of NMIS. Patient Reporting: Allows health professionals to customize and build patients reports as they move through the Nuclear Cardiac stress testing exam process NMIS Enterprise Annual Software & Support: To ensure proper maintenance of software to include software upgrades and technical support On-site Training: To ensure proper utilization, familiarity, and management of Enterprise Solution by users and Biomedical staff VANTHCS NMIS capabilities (Current) Bar Coding Capability: To ensure proper documentation and record keeping of all radiopharmaceuticals. Limit manually input data. Patient Database (Filecard): Tracks patient study history and radiopharmaceutical administration. Quality Control: Maintains all quality control records for Radiopharmacy equipment; such as dose calibrator, well counters and monitoring devices, IAW with local and federal inspection guidelines. Area Monitoring & Wipes: Maintains all wipes and daily surveys with ability to divide into specific areas and groups: IAW local and federal guidelines. Disposal: Tracks and records all disposal records from receipt to decay, ability to create individual disposal bins. Statistical Analysis: Complete and accurate statistical analysis of exams, radiopharmaceutical and other categories of Nuclear Medicine data. Dosimetry: Radiation absorbed doses can be calculated for exact dose administered including all critical organs, IAW with all local, federal and TJC requirements. Patient reports: Print multiple reports on usage, disposal & dosimetry Backup System: Automated back-ups to run at preset times and locations Recommended/Required hardware specifications: NMIS Network Systems - Workstation Operating System requirements (Any one of the following): Windows 8 Windows 7 Hardware Requirements: Intel Core 2 Duo System 4 GB RAM Hard Drive: 500 GB 7.2k RMP SATA Hard Drive Monitor: 17 LCD Display w/speakers DVD/RW Drive Windows Server 2012 R2 Standard 1 GB NIC Rack Rails Mouse & Keyboard Internet requirements: Internet access suggested for program updates Backup Requirements Shared network drive with full control for users SCHEDULED MAINTENANCE & REPAIR PROCEDURES: Contractor must provide Nuclear Medicine Service with a written description of the procedures to be performed on the aforementioned equipment item. The description must be provided in sufficient detail so as to be acceptable to the field inspectors of the Joint Commission on Accreditation of Healthcare Organizations. This shall be provided within 30 days service performed All equipment covered under equipment warranty will receive preventive maintenance and repairs when contacted in accordance with manufacturer s specifications. All scheduled preventive maintenance, and repairs performed, shall be accompanied by a technician s work-order, describing in detail, all work that has been done, including parts used, and P/N s, (part numbers). The C&A requirements do not apply, and that a Security Accreditation Package is not required. SCHEDULING ARRANGEMENTS: When service is needed, repairs, and preventative maintenance will be provided onsite, 7:00 a.m. to 5:00 p.m., CST (Central Standard Time) Monday thru Friday, (excluding holidays). The Contractor must provide the COR with a statement describing an acceptable arrangement for notifying the VANTHCS when equipment should be made available for servicing. This shall be provided within 30 days of requested service. NMIS Network Software Software support agreement covers all questions associated with operation & functionality of software system Support also involves restoring of data, transferring data to another system or software issues that involve NMIS program Provide all necessary software upgrades to the equipment at no cost to the facility. We are seeking service disabled Veteran-owned or Veteran-owned small businesses capable of meeting the VA s requirement. However, any small business can submit their capability statement.
