Description
This is a sole source synopsis published for informational purposes only. This synopsis for commercial items was prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Detachment Philadelphia hereby provides notice of its intent to award a sole-source, firm-fixed-price (FFP) contract to Insitu, Inc. (Address: 118 E. Columbia River Way, Bingen, WA, 98605-9086). The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(1)(i), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. A Justification and Approval for the Use of Other Than Full and Open Competition has been prepared. This requirement is being processed on behalf of the Naval Education and Training Security Assistance Field Activity (NETSAFA). The contractor shall provide the following ScanEagle Unmanned Aerial Vehicle (UAV) training courses: ScanEagle Pilot/Operator Initial Qualification Course; ScanEagle Maintenance Technician Course; ScanEagle Endorsements EO900 (SME 05), MWIR3 (SME04), SUPERWEDGE LAUNCHER (SME702), HFE (SME401); and ScanEagle Endorsements: EO900 (SPE505), MWIR3 (SPE504), SUPERWEDGE LAUNCHER (SPE702) and Heavy Fuel Engine HFE (SPE401). A total of three instances of each will be provided. Supplemental services to be provided included student lodging and transportation, administrative support, and the provision of course materials. It is intended for the proposed effort to include a 4-month period of performance. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than 27 Feb 2018, 1300 Eastern Standard Time (EST). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote; however, only services meeting the NETSAFA ™s requirements will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. No documents submitted will be returned. By submitting capability information, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist Jordan Doar by email at yarden.doar@navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor ™s capabilities and experience that will demonstrate the ability to support these requirements.
