Description
1. United States military operations depend heavily on space systems because they offer unparalleled persistence, global access, and direct support to the war fighter virtually anytime and anywhere. Traditionally, space systems have operated unhindered in an uncontested environment. However, as space becomes increasingly competitive, congested, and contested; new concepts, approaches, technologies, and architectures are required. This is to ensure US space systems continue to provide the necessary support on which US military operations depend on. These include critical capabilities for communication; position, navigation, and timing; missile warning; weather; imaging, surveillance, and reconnaissance; space situation awareness; defensive space control; and battle management command and control. The Air Force Research Laboratory, Space Vehicles Directorate (AFRL/RV) is seeking proposals from offeror's to advance the technology and scientific knowledge supporting all aspects of space systems. Space system will include launch, payload adapters, on-orbit systems, communications links, ground systems, and user equipment. Efforts will include basic, applied, and advanced research, advanced component and technology development, prototyping, system development and demonstration, and operational system development. This effort will span the range from concept and laboratory experimentation to testing/demonstration in a relevant environment. 2. This notice is to all Small Business concern due to AFRL's interest to attract Small Businesses to submit qualifying proposals under reference BAA FA9453-17-S-0005 CALLs found in Federal Business Opportunity (FedBizOpps). BAAs are solicitation methods for Research and Development (R&D) efforts based on synopses published in the FedBizOpps and/or www.Grants.gov that provide for full and open competition in accordance with (IAW) Federal Acquisition Regulations (FAR) 6.102(d)(2) and merit-based, competitive procedures IAW DoD Grant and Agreement Regulations (DoDGARs) 22.315(a). BAAs are established in FAR 35.016 and are authorized for the acquisition of basic and applied research and that part of development not related to the development of a specific system or hardware procurement. The objective of this BAA is to encourage participation by science and technology firms in meeting Air Force Research and Development goals for innovative ideas and approaches for research that is general in nature. AFRL Space Vehicle Directorate is looking to obtain a broad base of the best small businesses sources from the scientific and industrial community competent to perform R&D work under subject CALL. Small Businesses are highly encourage to review the procedures and instruction under the BAA when submitting cost and technical proposal or white paper. This is not a Small Business Set-Aside.
