- Description
- This is a pre-solicitation notice pursuant to FAR 36.213-2. The United States Merchant Marine Academy (USMMA) plans to issue an Invitation for Bids (IFB) for an Electrical Infrastructure Upgrade construction project. The work shall be performed at the USMMA, 300 Steamboat Road, Kings Point, NY (NASSAU COUNTY). The magnitude of the project is between $5,000,000 and $10,000,000. This is a Total Small Business set-aside. The applicable NAICS code is 237130 (Power and Communication Line and Related Structures Construction). The small business size standard is $36.5 Million A bid bond is required in the amount of 20% of the bid price. The Miller Act is applicable and payment and performance bonds in a penal amount equal to 100% of the contract price and any increases are required. The period of performance is 365 calendar days. Upon release to the general public, the IFB as well as any amendments will be available to the public at Federal Business Opportunities website ( https://www.fbo.gov ). The Statement of Work with drawings will also be available at no charge at the Federal Business Opportunities website ( https://www.fbo.gov ). No paper copies will be mailed. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) website for additional information pertaining to this Pre-solicitation Notice including changes and/or updates/amendments. Invitation for Bid (IFB) will be issued on or about 14 March 2018, with bids due by 12:00 PM on 21 May 2018, with a public bid opening at 2:00 PM on 21 May 2018. A site visit/pre-bid conference is tentatively scheduled for 3 April 2018. Final dates and times will be specified in the IFB. All bidders must be registered with an "active" profile in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation; the SAM website is www.SAM.gov. Questions, inquiries or requests for information (RFI) should be sent by e-mail to judy.bowers@dot.gov and diahm@usmma.edu by 3 May 2018 and the government will make a reasonable attempt to answer by 10 May 2018. For questions, inquiries or requests for information (RFI) received after 3 May 2018, the government will make a reasonable attempt to answer prior to the bid opening date. Telephone inquiries will not be accepted.
