Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Single Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with PRISM-IPX SYSTEMS, LLC. located at 11175 Cicero Dr. Ste 120 Alpharetta, GA. 30022-1179. This requirement will be used to establish a Software Upgrade & Maintenance Service Contract for the PriMega Message Gateway System at the VA Loma Linda Healthcare System (VALLHS). This service contract will be established to continue customer support services for the Prism-IPX Message Gateway System. The Loma Linda VA Medical Center s current PriMega Message Gateway System does not have the updated technology required to complete the transition of the telephone service at VALLHS and must be upgraded to connect to the new CISCO telephone network. This upgrade will include the addition of SIP service that will enable this new connection to the CISCO network. In addition, the vendor shall perform all installation and configuration required to successfully send pages to the SPOK paging network in association with Loma Linda University s paging terminal and database synchronization with Loma Linda University s PRISM system connection. The paging system currently in operation is compatible with and synchronized to Loma Linda University Health Systems, and supports the local life-safety paging system on assigned VA VHF frequencies. The full-service contract will cover repair, exchange, labor, and maintenance on each unit, plus needed repairs during the term of the contract, excluding misuse or abuse. Service includes: Part# SWEW2 Description: System Maintenance plus Software Assurance: Total Software + Transmitter + Pager Warranty. Part# SUPPORT -24/7 Description: Phone support 10 hour block of time The proposed period of performance will be from 3/10/2018 through 3/09/2019 (Base year). With four (4) Option Years. The total estimated value of this requirement will be $85,429.00 for the life of the contract. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from a single source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 3/10/2018. The place of performance is as follows: VA Loma Linda Healthcare System located at 11201 Benton Street. Loma Linda, CA. 92357. The North American Industry Classification System (NAICS) for this requirement is, 334220-Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The Small Business Administration size standard for this sector is 1250 Employees. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
