- N00164-18-R-JQ49 - SOLE SOURCE - LITTORAL COMBAT SHIP (LCS) CONFIGURATION OF SEASTAR SAFIRE III (SSS III) ELECTRO-OPTICS SENSOR (EOS) SYSTEMS; PROVISIONING ITEM ORDER (PIO) SPARES; ENGINEERING SERVICES; TEST TEARDOWN AND EVALUATION (TTE); REPAIR; NON-RECURRING ENGINEERING (NRE); TRAINING AND REFURBISHMENT/UPGRADES/ FROM EXISTING SSS III CONFIGURATION TO LCS CONFIGURATION SSS III - FSC 5855 - NAICS 334220 Issue Date: 23 FEB 2018 - Closing Date: 23 MAR 2018 - 2:00 PM EST Naval Surface Warfare Center (NSWC) Crane has a requirement for LCS configuration of SSS III EOS systems; PIO spares; Engineering Services; TTE; Repair; NRE; Training and Refurbishment/Upgrades/from existing SSS III Configuration to LCS Configuration SSS III. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, FLIR Surveillance, Inc. (CAGE: 6TCQ5) located in Wilsonville, Oregon, 97070, under the authority 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. This is being sole sourced because of the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based up responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. No solicitation will be available at FedBizOpps and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
