- This Pre-solicitation notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative cost incurred in response to this notice. The Mission and Installation Contracting Command Center - Fort Sam Houston (MICC Center - FSH), on behalf of the U.S. Army Sustainment Command, in support of Fort Jackson's, South Carolina, Logistics Readiness Center, has a requirement for Full Food Services (FFS) to support ten (10) full food facilities. The contractor will be required to provide all resources, except Government Furnished Property (GFP) as specified in the Performance Work Statement (PWS). This procurement is set-aside for eligible Service Disabled Veteran Owned Small Business (SDVOSB) small businesses under North American Industry Classification System (NAICS) code is 722310, Food Service Contractors with a size standard of $38.5M with a provision that the requirement is subject to Randolph Shepherd Act (R-SA), which gives preference to the State Licensing Agencies (SLAs). The Government anticipates release of solicitation W9124J-17-R-0054 on or about 14 March 2018. The following information is provided in advance of the release of the solicitation: This requirement will result in a Single Award Indefinite Delivery/Indefinite Quantity vehicle, using a Firm-Fixed-Price (FFP) business arrangement. The anticipated performance period is for a five-year ordering period, including a 30-day phase-in period. A Site Visit will be conducted by the Contracting Officer at Mission and Installation Contracting Command, Fort Jackson, SC on 20 March 2018 at 0900hrs EST. Location: 4340 McGruder Avenue, Fort Jackson, SC 29207. This is the only Site Visit that will be conducted for this acquisition. All interested offerors may attend with a limit of two (2) attendees per offeror. Offerors planning to attend this conference must notify the Contract Specialist, Samuel J. Colton and Christina M. Mokrane, Contracting Officer no later than 12:00 P.M. (Noon) EST on 19 March 2018 at samuel.j.colton.civ@mail.mil and christina.m.mokrane.civ@mail.mil, with the Subject Line Reference: W9124J-17-R-0054, Site Visit, Full Food Services at Fort Jackson, SC. Offerors shall provide the following information for each attendee: Business name and address, legal name, telephone number, fax number and e-mail address. All attendees must possess a valid photo ID or valid photo driver's license. All drivers must provide a valid photo driver's license, current vehicle registration, and current proof of vehicle insurance. There will be no cameras or recording devices allowed. Cell phones with cameras are allowed, but no pictures or recordings may be taken. Failure to attend the Site Visit will not disqualify an offer; however, the offeror acts at their own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. The date for the Site Visit is a projected date and is subject to change. All other dates are projected dates and are subject to change. The solicitation and all amendments will be posted on the Federal Business Opportunities (FBO) website located at http://www.fbo.gov/. Offerors are responsible for checking the website daily for any changes to the solicitation. Once the solicitation is posted, it is incumbent upon the interested parties to review the site frequently for any updates/amendments to any and all documents. Interested parties must have an active registration in the System for Award Management (SAM) website http://www.sam.gov/.
