- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Office of the Chief Information Officer (OCIO) intends to sole source to: MicroPact Icomplaint Software 12901 Worldgate Drive Ste 800 Herndon, VA 20170 In accordance with FAR 5.207(c), DAB's requirement is described as follows: (1) National Stock Number (NSN): N/A (2) Specification: IComplaints is proprietary software of MicroPact Engineering which was developed specifically to manage the EEO process and generate the Form 462 annual report, icomplaints includes a number of critical features required by government agencies and departments for tracking and managing EEO complaints and cases. Its robust set of business rules ensures compliance with EEOC MD-110, EEOC reporting requirements and 29 CFR 1614. This is at least the 5th year of the licenses. Previous inquires by the CO did not yield any other suppliers of the licenses. Unless Labor Relations changes their case tracking platform for complaint and grievance processing, it is unlikely any other product will integrate well and generate the reports and case file status. This is not a solicitation for competitive proposal. No solicitation document is available.
