Description
NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Easter Region Acquisition Division (ERAD) intends to negotiate on a sole source basis with Recinto Universitario (University of Puerto Rico) using the procedures in FAR Part 15, and in reference to 41 USC 3304, to provide support services Puerto Rico Tsunami Program for the National Weather Service (NWS) Office of Observations (OBS). This requirement is for support for data services for the Puerto Rico Tsunami Warning System using the Puerto Rico Seismic Network (PRSN) which is owned and operated by the University of Puerto Rico. The PRSN operates a network of 24 broadband stations and 4 short period stations. Data from 120 seismic stations from the Caribbean and adjoining regions are also acquired and analyzed by the PRSN. The data are used to determine the location and magnitude of an earthquake and the possibility of tsunamis. Services to be acquired include tsunami monitoring support, staffing for 24 x 7 data services, facilities maintenance, and training services to be provided throughout the Caribbean Region. The regulatory authority for other than full and open competition is FAR 6.302-1(a)(2), when the supplies or services required by the agency are available from only one responsible source from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements. The North American Industry Classification Code (NAICS) for this requirement is 518210, titled Data Processing, Hosting, and Related Services, with a size standard of $32,500,000.00. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
