Description

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source award for a 12 month base and (4) annual option years to obtain preventative maintenance and support services for the following equipment at the VAMC Boston: The Philips Xcelera Cardiology Picture Archiving and Communication System (PACS). Philips Healthcare, Inc. located at 22100 BOTHELL EVERETT HWY BOTHELL WA 98021 is the Original Equipment Manufacturer (OEM) for this biomedical equipment. Due to their proprietary technology, they are the only vendor that will be able to service these machines as the Authorized Service Provider. Since the intent is to procure these services on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 811219. The FSC/PSC is J065. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2). Also, This requirement will be using FAR Part 16 procedures as the intent is to utilize NAC Contract VA797H-17-D-0022. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
