- THE PURPOSE OF THIS AMENDMENT IS TO CLARIFY THE SMALL BUSINESS SET ASIDE REQUIREMENT: This procurement is being competed as a 100% Set Aside for EITHER an 8(a) Certified Small Business OR EITHER a Service Disabled Veteran Owned Small Business. Offers are only required to certify in one of these small business categories, not both. Offers that are received from businesses that do not qualify in ONE of the specified categories will not be considered. Philadelphia International Airport ATCT “ Paint and Seal Tower Shaft The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for an Air Traffic Control Tower (ATCT) to Paint and Seal Tower Shaft project. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. SECTION I - REQUIREMENT SCOPE This project is for the Philadelphia International Airport ATCT “ Paint and Seal Tower Shaft. The project location will be the ATCT at the Philadelphia International Airport in Philadelphia, Pennsylvania. Work to be performed under this contract will include concrete repair, concrete sealer, joint repair and sealant, metal landings and platforms, and to repaint all platforms and landings. All work shall be in accordance with the Statement of Work (SOW), plans and specifications. The rough order of magnitude for this proposed construction project is between $100,000.00 and $200,000.00. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION. SECTION II - CONTRACT TYPE AND EVALUATION CRITERIA Award will be made to the responsive and responsible offeror whose offer results in the lowest total price. The North American Industry Classification System (NAICS) is 238320, Painting and Wall Covering Contractors. The small business size standard is $15 Million; and the procurement will be competed as a TOTAL SET ASIDE FOR 8a CERTIFIED CONTRACTORS AND/OR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS. SECTION III - GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Offerors must receive a œGo on all of the following criteria to be considered a viable offeror to receive the solicitation. The Government reserves the right to conduct clarifications/discussions with any offerors. To receive a œGo rating the offeror must have 5 years of experience performing the work specified, be able to provide the necessary bonding for a project of this size (construction estimate of $100,000.00 and $200,000.00), and complete the following documents: 1.Sensitive Security Information Form 2.Past Experience Information* *To receive a œGo rating for past experience, the offeror must provide three (3) paint and seal projects, performed at FAA Air Traffic Control Towers or similar Government facilities, with project value listed over $100,000 per project, completed in the past five years. The information provided will also be used as part of the responsibility determination. Responses must be emailed to charles.ctr.dean@faa.gov and patricia.mogck@faa.gov, no later than 1700 Central Standard Time (CST) on Thursday, March 1 2018. Please place "Attention: Philadelphia International Airport ATCT Project in the subject line of your email. Requests received after this date and time will not be honored. Failure to submit all required information will deem the request for solicitation as non-responsive. NOTE: Contractors must have active registration in System for Award Management (SAM), formerly the Central Contractor Registration (CCR,) before award can be made. Contractors can register at www.sam.gov. Contractors must also be certified 8a small business and/or Service Disabled Veteran Owned Small Business.
