- Sources Sought Fillable Form FEBRUARY 27, 2018 SOURCES SOUGHT NOTICE The U.S. Army Corps of Engineers, Detroit District, is conducting market research to identify potential contractors that have the capability to provide construction services for a potential project at the Soo Navigation Locks facility at Sault Ste. Marie, Michigan. The intent of the project is to replace mooring bollards along the west section of the Center Pier, which is the long, narrow, marine structure that separates the North Canal and the South Canal at the entrance to the navigation locks. The relevant section of the pier was constructed in the 1920's and consists of concrete monoliths resting on bedrock. Mooring bollards are located behind the concrete monoliths and allow ships to tie off to the structure. This project, if implemented, would involve the removal and replacement of multiple bollards with new steel castings anchored to drilled shaft foundations. Walkway pavement adjacent to the bollards will also be removed and replaced. The pier is surrounded by water on all sides and is only accessible by floating vessel. The pier varies in width but is both long and wide enough to allow driving and staging of materials and equipment. The Soo Locks is a secure, Government-run facility at an international border. The contractor will be required to conform and comply with the Government's policies and procedures for facility access. Personnel and vehicles are subject to search upon entry, exit and within the confines of the facility. The contractor will be required to confirm employment eligibility for employees, using the e-verify system, and to submit to a security background check for supervisory personnel and others who may need access to adjacent buildings and service corridors. The estimated cost of construction for this project is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is for this work is 237990, which has a small business size standard of $36.5 million in average annual receipts. The contract is expected to be solicited and awarded in the Spring-Summer 2018 timeframe, with a one-year period of performance. A Pre-Solicitation Notice will be published prior to issuance of any solicitation. ***** This is NOT a request for proposals. This announcement is for planning purposes only to determine what type of pool of contractors is available, interested, and capable of performing the work. All qualified companies are encouraged to respond, including small businesses, veteran owned small businesses, HUBZone firms, woman-owned small business, 8(a) firms, and large businesses. In order to determine the extent of industry interest and capability to address this requirement, interested contractors should present the following information, using the attached Sources Sought Information Request Form and/or other documents as appropriate: 1. Provide the company's name, address, contact information, CAGE Code (if available), unique entity identifier number (formerly called DUNS number, if available). 2. Indicate the company's per contract and aggregate bonding capacity for construction contracts. 3. Indicate if the company is a small business, veteran-owned small business, HUBZone small business, woman-owned small business, 8(a) small business and/ or large business. 4. Provide descriptions of two projects that are substantially complete or completed within the last ten years which are similar to this project in size, scope, and dollar value. 5. Provide a descriptive statement of the company's capacity to perform this work at this location, addressing the ability to mobilize, find labor in the local market, subcontract as necessary, schedule, supervise, supply, and execute such work. Include a statement indicating how much of the work would be self-performed by the potential prime contractor. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
