- Solicitation Notice The American Embassy in Juba has a requirement for firms to supply and install a heavy duty chain link fence located at the lands to the north west of Juba international Airport. All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal: ‘ • Be able to understand written and spoken English; • Have an established business with a permanent address and telephone listing preferably in Juba South Sudan and east Africa; • Have the necessary personnel, equipment and financial resources available to perform the work; List of main equipment proposed for use; the bidder is allowed to include equipment to be rented. • Have all licenses and permits required by local law; • Meet all local insurance requirements; • Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution; • Have no adverse criminal record; • Have no political or business affiliation which could be considered contrary to the interests of the United States; • Have good experience and past performance records; • Have a Company profile including Ownership/Directorship; registration certificate of company (not limited to South Sudan); past experiences (especially in South Sudan and East Africa); references from previous Clients within the last 3 years; and any other documents the Bidder elects to provide on company profile. • Have Key personnel to undertake the installation work; at minimum a civil engineer; superindent of works; general foreman and number of skilled tradesman/type proposed for use on the project. • A time line schedule showing key items of work, duration (in days) for completion of key elements of work and indicate any long lead items which many warrant importation outside of South Sudan. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. The Government is planning a pre-quotation conference and the date for this conference is in the solicitation. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207.
