Description
This notice is in accordance with Federal Acquisition Regulation (FAR) 5.101 for the award of Contract W52P1J-18-D-0004. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The Army Contracting Command - Rock Island (ACC-RI) awards Contract W52P1J-18-D-0004 to El-Hoss Engineering & Transport Co. W.L.L (HETCO) for performance of the Heavy Lift 8 (HL8) mission. HL8 will provide line haul, heavy lift, and personnel transportation services throughout the U.S. Central Command (CENTCOM) area of responsibility (AOR), in support of the Theater Transportation Mission. Services include all personnel, equipment, tools, materials, supervision, and non-personnel services necessary to perform commercial line haul, heavy lift, and personnel transportation as defined in the HL8 Performance Work Statement. HETCO shall provide commercial line haul transportation for movement of equipment, cargo, and personnel throughout the CENTCOM AOR. Contract W52P1J-18-D-0004 is a single award, Firm-Fixed-Price, Indefinite-Delivery-Indefinite-Quantity contract. The Government will conduct task order competitions based on the required asset type and period of performance (PoP) (Daily, Monthly, Quarterly, Semi-Annual, and/or Annual) in accordance with (IAW) section M.10.1. Task Order Competition, of Solicitation W52P1J-16-R-0027. The period of performance for this contract is five one-year ordering periods. The contract also includes a six-month Option to Extend Services IAW FAR 52.217-8 and FAR 52.237-3, Continuity of Services. The ordering period PoPs are as follows: Ordering Period One: Transition 90 Days (01 March 2018 - 31 May 2018) FOC 275 Days (01 June 2018 - 28 February 2019) Ordering Period Two: One Year (01 March 2019 - 29 February 2020) Ordering Period Three: One Year (01 March 2020 - 28 February 2021) Ordering Period Four: One Year (01 March 2021 - 28 February 2022) Ordering Period Five: One Year (01 March 2022 - 28 February 2023) 52.217-8 Extension Six months, IAW FAR 52.217-8, Option to Extend Services. Solicitation W52P1J-16-R-0027 was posted on FedBizOps.gov on February 02, 2017. The initial HL8 solicitation W52P1J-16-R-0027 and Contract W52P1J-18-D-0004 include the following FAR clauses: 52.237-3, 52.217-8, and 52.217-9.
