- Lab analysis of ear bones of native CA fish 45 molecular day equivalent analysis per SOW 1. This is a combined synopsis/solicitation (Request for Quote)for commercial products and services prepared in accordance with the format of FAR Subpart 12.6. This document will constitute the only solicitation. Offers are being requested. Part 13 Simplified Acquisition Procedures will be utilized. 2. Vendor must submit a technical proposal which addresses the following factors: (A) Extensive experience with otolith microstructural analysis of native California fishes, and; (B) Extensive experience with otolith microchemical analysis of native California fishes, and; (C) Access and operation of a laser ablation inductively coupled mass spectrometry (LAICPMS) lab, and; (D) Analysis and interpretation of LAICPMS data of the otolith of native California native fishes, and; (E) Access and operation credential of a National Science Foundation-supported work station at the Cornell High Energy Synchrotron Source (CHESS) Laboratory for conducting x-ray fluorescence imaging of the chemical composition of fish otoliths, and; (F) Methods developed for conducting x-ray fluorescence imaging of the chemical composition of the otoliths of native California fishes at the CHESS laboratory, and; (G) Experience with the processing, analysis and interpretation of synchrotron x-ray fluorescence data of the otolith of native California native fishes. (H) Copy of current CHESS/NSF credential must be submitted with technical proposal. 3. This is a Lowest Price Technically Acceptable (LPTA) acquisition. 4. This solicitation and incorporated clauses and provisions are those in effect through FAC 2005-96, effective 6 Nov 2017. 5. This is an OPEN competition. 6. Vendor must be currently registered and active in System for Award Management (SAM). Registration at sam.gov is free. 7. Submission of Proposals: Proposals shall only be accepted through electronic mail addressed to jriccomini@usgs.gov. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than 1700 PST 7 Mar 2018. Proposals submitted by hardcopy or the FedConnect web portal or Fed Connect Message Center shall not be accepted or considered. 8.
