Description
Draft PWS. Pre-Solicitation Notice Synopsis This is a presolicitation notice for U.S. Transportation Command’s (USTRANSCOM) upcoming requirement to procure a wide variety of domestic airlift services, procured under the United States Transportation Command (USTRANSCOM) acquisition authority and the DoD Directive 5158.4. The requirement is for full-plane charters with a wide variety of aircraft capabilities/capacities to meet short-notice, ad hoc or long term recurring airlift needs. Specific requirements include missions to transport military personnel and cargo to designated locations in support of DoD/JCS Exercises, Special Assignment Airlift Missions (SAAMs), and emergency relief efforts in response to natural disasters, regular training movements and contingency operations. Aircraft required to perform mission essential airlift include fixed-wing passenger and cargo aircraft. Contractors shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform air charter transportation for domestic passenger and cargo movements at both military and commercial airfields. Performance of services shall take place within the Continental United States, Alaska, Hawaii, the U.S. Territories, Mexico, Canada, and the Caribbean Islands as specified in the individual solicitation or delivery order.

Address: With the Domestic Airlift Services acquisition, the Government anticipates contractors shall provide domestic air cargo and passenger charter services on FAA part 121 approved aircraft. Services include all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform air charter transportation services for one-time domestic passenger or cargo movements at both military and commercial airfields. Performance of services shall take place within the Continental United States and Mexico, Canada, and the US Territories as specified in the individual solicitation or delivery order. The objective of this market research is to determine if charter air transportation services required in supporting the war fighter are customarily available in the commercial market and to determine the most suitable method for acquiring these services.
