Description

NOTICE OF INTENT TO AWARD SOLE SOURCE MODIFICATION To Add to GSA Schedule Blanket Purchase Agreement (BPA) Project Title: Application Development, Integration, and Sustainment (EADIS) Contractor Owned, Contractor Operated (COCO) Infrastructure and Support Announcement No.: FEMAEADISCOCO Authority: 41 U.S.C. 3304 (a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Furthermore, this sole source contracting action is being conducted pursuant to FAR 8.402(f) whereas the open market portion of the requirement will utilize a Justification and Approval (J&A). This hereby constitutes a synopsis of the open market scope of work included in this requirement. The NAICS code for this requirement is 541519. DHS/Federal Emergency Management Agency (FEMA) hereby provides a notice of intent to modify the Blanket Purchase Agreement with IBM Corporation, 6710 Rockledge Drive, Bethesda, MD to continue to provide facilities and COCO infrastructure support. The current COCO Environment includes hosting, hardware/software, toolsets and resources to support the infrastructure. Under the proposed modification, IBM will continue to provide a dedicated FEMA Contractor Owned and Contractor Operated (COCO) environment that will provide all the Infrastructure, Lifecycle development and custom coding support for 59 Applications FEMA-wide, used to support Disaster operations. The custom application development environment is used to fix, maintain, and improve 59 critical enterprise applications for business areas such as: Individual Assistance, Public Assistance, Mass Case, Disaster Declaration, Preliminary Damage Assessments and Financial Systems (e.g. disasterassistance.gov). This Notice of Intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice may submit technical data, including price, with sufficient documentation to establish capability in providing the same or similar facilities/products/services. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, would be of equal or greater quality and would not hinder the mission objective of the EADIS program. All statements received by the closing date of this notice will be considered by the Government. A determination by the Government to or not to initiate a competitive solicitation based on responses received is solely within the discretion of the Government. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
