Description
Contractor Capabilities Form National Aeronautics and Space Administration (NASA), Marshall Space Flight Center (MSFC) is soliciting information from potential sources for multiple Indefinite Delivery, Indefinite Quantity (IDIQ) Minor Construction Contracts IV (MCC-IV). The existing effort is being performed under 13 separate contracts (NNM13AA67C through NNM13AA79C). The current contracts are firm-fixed price, and the period of performance is from September 3, 2013 through September 4, 2018. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS SOURCES SOUGHT NOTICE IS BEING USED TO OBTAIN INFORMATION FOR PLANNING PURPOSES ONLY. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Work under MCC-IV shall be performed in the construction category which may include, but is not limited to, maintenance, repair, painting, alteration, architectural, mechanical, electrical, plumbing, heating/air conditioning, civil, earthwork, fencing, structural, steel fabrication and or welding, roofing, building renovations, building construction, demolition and United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) projects. Work to be performed under MCC-IV may include any of the disciplines listed in North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction with a size standard of $36.5 million. Contractors will be expected to accomplish a wide variety of construction projects. Specific projects will be defined in each of the subsequently issued delivery orders and will vary in size, scope and complexity. Under the delivery orders, the contractor will be required to furnish all management, labor, equipment and/or materials necessary for the performance of construction, demolition, modification, repair and/or rehabilitation of facilities located onsite at MSFC. A total set-aside for small business participation is being considered for this acquisition. Prospective bidders should have an established office within a 100 mile radius of MSFC and a minimum total bonding capability of $2 million. Historically 60 to 80 delivery orders with a total combined price of $8 million to $12 million have been awarded annually. The price range of the delivery orders has historically been between $5,000 and $1,000,000, with an average of $60,000 per task order. The request for proposal (RFP) may include up to three (3) model projects. Offerors will be expected to demonstrate their ability to perform work by submitting a bid for each model contract. An industry day will held to include site visits to the locations of the three model projects. The industry day/site visit will be held approximately two (2) weeks after the RFP is issued. The clauses at 52.236-2, Differing Site Conditions, 52.236-3, Site Investigations and Conditions Affecting the Work, FAR 52.236-27, Site Visit (Construction) Alternate I, are anticipated to be included in any contract awarded as a result of the solicitation. Accordingly, offerors are expected to inspect the site where the work will be performed. Interested small business firms having the required capabilities to meet this effort should complete the attached Contractor Capabilities Form. MSFC will not publicly disclose proprietary information obtained as a result of this presolicitation synopsis. To the full extent that it is protected by law and regulations, information identified by a respondent as proprietary will be kept confidential. Interested organizations should submit their contractor capabilities form to Charles Holt, Contracting Officer, NASA Marshall Space Flight Center at charles.a.holt@nasa.gov no later than 4:00 PM CST on Friday, March 16, 2018. Please include the presolicitation number 80MSFC18R0027 on all submittals. Oral communications are not acceptable in response to this RFI/Sources Sought Notice. Any resulting solicitation and any documents related to this procurement will be available through Federal Business Opportunities (FBO) at https://www.fbo.gov.
