Description
NASA Marshall Space Flight Center (MSFC) is soliciting information from potential sources for custodial & refuse collection services at Marshall Space Flight Center, Alabama. The existing effort is being performed under contract NNM13AA21C by AQuate Corporation, Huntsville, Alabama. The contract is firm-fixed price, and the period of performance is February 23, 2013 thru August 22, 2018. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE ONLY. THIS RFI/SOURCES SOUGHT NOTICE IS BEING USED TO OBTAIN INFORMATION FOR PLANNING PURPOSES ONLY. As stipulated in FAR 15.201(e), responses to this notice are not directly offers and cannot be accepted by the Government to form a binding contract. Requirements: a. The services being provided by NNM13AA21C are for custodial and refuse collection services at MSFC. MSFC is comprised of approximately 198 buildings serving approximately 6,300 personnel. b. Custodial services include, but are not limited to, emptying wastepaper baskets, removing trash, cleaning bathrooms, sweeping and mopping floors and stairways, shampooing and vacuuming carpets, replacing light bulbs, and cleaning services in support of employee moves. c. Refuse services include collection, transportation and disposal. The contractor is responsible for selecting the dump site(s) and coordinating disposal agreements. d. The contractor also operates the MSFC single-stream recycling program. All of the proceeds received from the recycling program are retained by the contractor. If the program has a deficit, the contractor shall absorb the deficit amount. A total Historically Underutilized Business Zone (HUBZone) set-aside is being considered for this acquisition utilizing NAICS code of 561720, Janitorial Services, with a size standard of $18M. The Government is interested in assessing the capabilities within industry relative to this requirement from HUBZone businesses. The Government is directing 15% of the total contract value to the AbilityOne Program. The Government reserves the right to consider a set-aside for any of these categories based on responses submitted to this synopsis. The Government intends to issue a contract with a potential 5-year period of performance. Interested small business firms having the required specialized capabilities to meet the custodial & refuse collection services requirements described above should submit a capabilities statement, of 10 pages or less, describing their capability to perform the effort. Responses shall include the following: 1) Name and address of firm including the names of two points of contact, to include their titles, addresses, telephone numbers and e-mail addresses. 2) Current business size for NAICS Code 561720, number of years in business, annual revenue for the past three (3) years, customers covering the last five years for NAICS Code 561720, and the current number of employees. 3) Affiliate information (as applicable): Parent company, joint venture partners, and potential teaming partners. MSFC will not publicly disclose proprietary information obtained as a result of the RFI/Sources Sought Notice. To the full extent that it is protected by law and regulations, information identified by a respondent as proprietary will be kept confidential. Interested organizations may submit their capabilities to perform the effort in writing to Sabrina M. Pearson, Contracting Officer, NASA Marshall Space Flight Center at sabrina.m.pearson@nasa.gov no later than 5:00 PM CST on Friday, March 16, 2018. Please include the RFI/Sources Sought Notice reference number 80MSFC18R0026 on all submittals. Oral communications are not acceptable in response to this RFI/Sources Sought Notice.
