- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Hyperion Technologies for one registration fee to enter one innovation to the Fed Tech Cohort Program. Hyperion Technologies runs the Fed Tech Program, which offers a unique suite of services to enable technology transfer from the government sector to the commercial marketplace. The program pairs an entrepreneur, graduate students and industry experts with a technology from federal labs to see if there is an opportunity to form startups with the ultimate goal of invention commercialization. What separates the Fed Tech program from other, similar products is that they also train, coach and mentor the teams in developing a business model around the technology. Access to this level of training and mentoring provides a greater chance of commercialization success, thereby increasing the chances of the government- funded products making it to market. This service is particularly key for FHWA staff who will provide technical input on the invention but who may lack a background in commercialization and entrepreneurship. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $25,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
