- CONTRACTING OFFICE ADDRESS Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E126, Bethesda, MD 20852, UNITED STATES. Description National Cancer Institute (NCI), Center for Cancer Research (CCR), Surgery Branch, plans to procure on a sole source basis an upgrade of a Becton Dickinson laser to an existing Government owned FACSAria II cell sorter from Becton, Dickinson and Company, One Becton Drive, Franklin Lakes, NJ 07417. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 12.204(b). The North American Industry Classification System code is 334516 and the business size standard is 1000 Employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The delivery date is 90 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The purpose of this acquisition is to procure a laser will be added to an existing NCI Government-owned BD Biosciences FACSAriaII cell sorter in the VB FACS Core Facility, giving the Core two cell sorters with the ability to sort red fluorescent proteins. The NCI CCR Vaccine Branch FACS Core Facility in has two cell sorters but only one with the ability to sort transfected cells with red fluorescent proteins such as mCherry. There is a need to have two cell sorters with this capability due to the volume of work required by the NCI Investigator. This laser will be added to an existing BD Biosciences FACSAriaII cell sorter in the VB FACS Core Facility, thus giving the Core two cell sorters with the ability to sort red fluorescent proteins. Red fluorescent proteins such as mCherry are often used in research to tag proteins of interest. This tag is excited by a laser, causing an emission of light that is read by a FACS machine. When this is done in a FACS machine with a cell sorter isolation of single cells for cloning of cells with a protein of interest is enabled. The NCI Investigator in the CCR, who will be using the FACS Core Facility, will frequently require cell sorting of cells containing the mCherry tag in her research on understanding the genomic information that governs development, differentiation and function of pancreatic cell lineages. The Contractor shall have the following Salient Characteristics: Instrument, including the new laser installed, shall be eligible for coverage under existing BD FACSAria II Cell Sorter, Serial # P18200026; currently covered under FY17 Service and maintenance NBS Contract Requisition # 4710864; Purchase Order # 4985398. Contract shall include telephone support/troubleshooting, after laser installation. Current BD quality control applications must be correctly configured and run properly after laser installation. The laser must meet manufacturer installation and warranty criteria to ensure quality control of these highly complex instruments. Laser must contain BD Proprietary software control function integrated with the instrument. Laser must contain BD proprietary beam steering and optics design. Laser must contain BD proprietary laser mount and optical bench interface. Laser must contain BD proprietary signal processing electronics. Delivery shall be made at the following location: 9000 Rockville Pike Bethesda, Maryland 20892 Sole Source: Becton Dickinson and Company is the manufacturer of the Government owned FACSAria II cell sorter and are the only source for a compatible laser. They alone have the parts and expertise to install the laser; additionally, if an installation were to take place by another Contractor, the current service contract and warranty with BD Biosciences would be void. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisition on or before 12:00 PM EST on March 9, 2018. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
