Description
Below are the questions that were submitted and the Government's response. This concludes the contents portion of this amendment. a. Question: Is there a package that details required spares and the fielding/training support requirements? Answer: For Spares: A spares list to be procured will be provided as a part of any resultant solicitation. The spares shall be physically and functionally identical to the parts included in the current configuration of the Sentinel radar. For New Equipment Training (NET): The Enhanced Sentinel operator/maintainer course shall provide the skills and knowledge required to operate the system, perform operator-level maintenance, and to perform emplacement and operation with the Enhanced Sentinel. The Enhanced Sentinel repairer course shall provide the skills and knowledge required to perform fault isolation and to repair the Enhanced Sentinel at the field maintenance level. The Enhanced Sentinel system administrator course shall provide the skills and knowledge required to keep the Enhanced Sentinel complaint with DoD information system cybersecurity policies and procedures. The training will be conducted onsite at individual fielding locations. NET Training Team Specifications - provide sufficient quantity of qualified instructors to ensure a maximum student-to-instructor ratio of 8-1 during "hands-on" Practical Exercises and a maximum student-to-instructor ratio of 16-1 for classroom instruction. For Fielding: The materiel fielding support procured under this effort will include a contractor field engineer (CFE) for assistance to Government personnel in de-processing of Enhanced Sentinel Radar systems at the fielding site, maintenance support to the new equipment training (NET) process, and support to the process of transferring accountability of the Enhanced Sentinel Radar system to the US Army units. The CFE shall have a thorough knowledge of unique software, hardware, and diagnostic procedures to repair and/or calibrate the Enhanced Sentinel Radar systems. b. Question: Is there a Bill of Materials available and or a list of GFM so that the white paper requested can include a cost estimate? Answer: A Bill of Materials will be provided as a part of any resultant solicitation. The only Government Furnished Equipment that will be provided will be the following: Interrogator Set AN/TPX-57(V)2 NSN: 5895-01-590-4940 Trailer Chassis NSN: 2330-01-387-5424 c. Question: The POP starts in September 2018 however, there is a quantity of 12 required in FY 2018. Please clarify. Answer: The table shows the quantity that the Government will procure each year. A delivery schedule will be agreed upon for delivery of the assets. d. Question: Does the Government own a build-to-print technical data package (TDP) for the Enhanced Sentinel? If so, will the TDP be provided as part of any subsequent RFP? Award? Answer: No, the Government does not own a build-to-print technical data package (TDP) for the Enhanced Sentinel. e. Question: The RFI states the period of performance for production (PoP) is September 2018 - September 2021. It also states that the production quantity for FY 2018 is 12. With the PoP starting in September 2018, the last month of FY 2018, how are 12 units to be produced and delivered in FY 2018 (in 1 month)? Answer: The table shows the quantity that the Government will procure each year. A delivery schedule will be agreed upon for delivery of the assets.
