- The Defense Threat Reduction Agency (DTRA) is seeking information required for the support and sustainment of an integrated communications network and related equipment and software to operationalize a closed wireless wide area network (WWAN) in support of DTRA's Weapons of Mass Destruction Proliferation Prevention Program (WMD-PPP) Armenia Land Border Project. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS 1. The contractor shall assist the Armenian Border Guard ( ABG ) to fully u tilize the WWAN for the transmission of voice, data, and video information between its northern border facilities and headquarters as designed. This shall include the full integration of the surveillance capabilities provided by the fixed and mobile EO/IR cameras. 2. The contractor shall help the ABG to fully utilize the WWAN network management system (NMS) to monitor and manage the WWAN and analyze and interpret data and alarms from the NMS to understand the status of WWAN component equipment and software and identify issues that need to be addressed. 3. The contractor shall help the ABG to be able to troubleshoot and address issues that arise with WWAN component equipment and software. 4. The contractor shall help the ABG to be able to repair or replace WWAN component equipment and software, as needed, and apply warranty coverage and return material authorization (RMA) processes through the equipment vendors as part of these efforts. This shall also include the ability to address configuration, encryption, alignment, programming, internet protocol (IP) address management, licensing, or similar tasks that may result from equipment repair or replacement. 5. The contractor shall help the ABG to be able to train any new Communications Department personnel on the operation and sustainment of the WWAN capabilities. 6. The contractor shall help the ABG to be able to proactively review WWAN component equipment and software and to plan and conduct appropriate preventive maintenance tasks. 7. The contractor shall help the ABG to be able to recognize the resources required to properly maintain the WWAN capabilities and conduct operation and sustainment tasks and to plan for future resourcing needs. 8. The contractor shall help the ABG to assess the current level of spare equipment currently on hand for key WWAN component equipment and software elements, identify additional proposed spare equipment to procure, and procure and transfer the equipment to the ABG. 9. The contractor shall help the ABG to understand the elements involved in planning for and executing the de-installation, relocation, re-installation, and alignment of WWAN component equipment and software so that if an existing ABG facility is relocated to a new location, the facility is able to be reconnected to the WWAN at its new location. Interested parties have 15 calendar days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement is solely within the discretion of the Government.
