Notice Type: Posted Date: Combined Synopsis/Solicitation March 6, 2017 Original Set Aside: Response Date: Open Market Service-Disabled Veteran Owned March 19, 2017 @ 4:30 PM EST Small Business Classification Code: NAICS Code: N054 Installation of Equipment - Prefabricated 332323 Ornamental & Architectural Metal Structures and Scaffolding work and Manufacturing. Synopsis: The purpose of this amendment is to add the specifications required for the new handrails to be installed. Please see specifications provided below for new handrails to be installed: Any contractor who believes it is capable of meeting the requirement may submit a bid to the contracting office no later than March 19, 2017 at 4:30 p.m. EST. Bid packages may be sent to Mark West at Jeffrey.west3@va.gov. No telephone responses will be accepted. Railing Specifications Handrail Replacement Handrail cap-to be smooth finish with ¼ wall thickness All pickets to be ¾ with 1/8 wall thickness All post to be 1 ¼ with ¼ wall All aluminum materials used to construct railing and to be 6063 grade and US manufactured Welds to hold ¼ profile and ground smooth Powder coat black finish to have a minimum of 18 mil thickness Coating to have a 2000-hour salt spray test and fabricating contractor/sub-contractor to hold an American Architectural Manufacturers Association 2605 approved Powder Coat Applicator Certificate (certificate shall be supplied with bid as this is an industry standard) All railing conforms to ADA ramp codes 4.8.5 as specified below. 4.8.5 Handrails: If a ramp run has a rise greater than 6 inches or a horizontal projection greater than 72 inches, then it shall have handrails on both sides. Handrails shall have the following features. Handrails shall be provided along both sides of ramp segments. The inside handrail on switchbacks or dogleg ramps shall always be continuous. If handrails are not continuous, they shall extend at least 12 inches beyond the top and bottom of the ramp segment and shall be parallel with the floor or ground surface. The clear space between the handrail and the wall shall be 1 1/2 inches. Handrails may be located in a recess if the recess is a maximum of 3 inches deep and extends at least 18 inches above the top of the rail. Gripping surfaces shall be continuous, without interruption by newel posts, other construction elements, or obstructions. The diameter of width of the gripping surface of a handrail shall be 1 1/4 inches to 1 1/2 inches or the shape shall provide an equivalent gripping surface. The top of the handrail gripping surfaces shall be mounted between 34 inches and 38 inches above ramp surfaces. A handrail and any wall or other surface adjacent to it shall be free of any sharp or abrasive elements. Edges shall have a minimum radius of 1/8 inch. National building code specs for commercial handrails should be incorporated. Specifications Guardrails and Handrails shall be the product of a company normally engaged in the manufacture of pipe railing. Railings shall be shop assembled in lengths not to exceed 24 feet for field erection. The handrail shall be made of pipes joined together with component fittings. Samples of all components, bases, toe board and pipe shall be submitted for approval at the request of the engineer. Components that are pop-riveted or glued at the joints are not acceptable. All components must be mechanically fastened with stainless steel hardware. Guardrails and Handrails shall be designed to withstand a 200lb concentrated load applied in any direction and at any point on the top rail. Guardrails and Handrails shall also be designed to withstand a uniform load of 50 lb/ft applied horizontally to the top rail. Uniform loads are not to be applied simultaneously with the concentrated loads. Pickets and intermediate railings shall be provided such that a 4-inch diameter sphere cannot pass through any opening up to a height of 34 inches. From a height of 34 inches to 42 inches above the adjacent walking surface, a sphere 8 inches in diameter shall not pass. The triangular openings formed by the riser, tread and bottom rail at the open side of a stairway shall be of a maximum size such that a sphere of 6 inches in diameter cannot pass through the opening. Pickets and intermediate railings shall be designed to withstand a horizontally applied normal load of 50lb on an area not to exceed one square foot including openings and spaces between rails. Posts shall not interrupt the continuation of the top rail at any point along the railing, including corners and end terminations (OSHA 1910.23). The top surface of the top railing shall be smooth and shall not be interrupted by projected fittings. The mid-rail at a corner return shall be able to withstand a 200lb load without loosening. A self-closing gate shall guard openings in the railing (OSHA 1910.23). Safety chains shall not be used unless specifically shown on the drawings. Finish shall be Aluminum Association M10-C22-A41 (215-R1). The pipe shall be plastic-wrapped. The plastic wrap is to be removed after erection. Aluminum surfaces in contact with concrete, grout or dissimilar metals will be protected with a coat of bituminous paint, Mylar isolators or other approved material.
