Description

The Network Contracting Office 8-SAO East intends to award a firm fixed price contract that provides full coverage regular service, emergency service, and preventative maintenance in accordance with the performance work statement (PWS) for all Draeger Anesthesia Machines and Vaporizers throughout the Bay Pines Medical VA Medical Center campus located at: C.W. Bill Young VAMC (Bay Pines), 10,000 Bay Pines Blvd, Bay Pines, FL 33744, and Cape Coral Healthcare Center, 2489 Diplomat Parkway East. Cape Coral, FL 33909 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document shall not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 effective November 6, 2017. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract registered in the record must be complete and not missing elements such as representations and certifications. Also, if you are a Service Disabled Veteran Owned Business (SDVOSB) or Veteran Owned Business (VOSB) please be sure to be registered in VIP (Vendor Information Pages) at https://www.vip.vetbiz.gov/. The North American Industrial Classification System (NAICS) code is 811219. The PSC is J065. The authority for applying the Simplified Procedures for Commercial Items FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2). The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer (1) Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); (c) all other small business concerns; (d) other than small business. (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. Questions concerning this request for quotations shall be emailed to Kevin Pendleton, Contract Specialist at kevin.pendleton@va.gov. All questions or inquires must be submitted no later than 12:00 PM EST on March 12, 2018. *REVISED* Contractors interested in providing these services shall submit their quotes via email to kevin.pendleton@va.gov. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Quotes are due by 10:00 A.M. Eastern Standard Time (EST) on March 15, 2018 *REVISED*. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated.
