- This is a synopsis of pre-solicitation for maintenance and repair for the jet engine test cell facilities and other aircraft maintenance facilities for the U.S. Naval Facility Atsugi and the U.S. Forces Japan Controlled Areas in Kanto Plain, Japan. The NAICS code is 561210 “ Facility Support Services. In accordance with the Federal Acquisition Regulation (FAR) 5.203, the Naval Facilities Engineering Command, Far East (NAVFAC FE), intends to solicit competitive offers for a combination Firm-Fixed Price/Indefinite Quantity Contract (FFP/IDIQ) Contract for the jet engine test cell facilities and other aircraft maintenance facilities for the U.S. Naval Facility Atsugi and the U.S. Forces Japan Controlled Areas in Kanto Plain, Japan. The offeror shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services at all locations identified in the performance work statement (PWS). The contract period of performance is anticipated for one (1) base and four (4) one-year option periods. The solicitation is estimated to be released on AsiaNECO on/or around the 22 March 2018. Prospective offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM Internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM. Interested offerors are encouraged to register as soon as possible. Prospective offerors for this project must be registered in AsiaNECO, in order to receive notification of availability of solicitation documents. Notification of any changes to the solicitation (Amendments) shall be made only on the internet. It is the Contractor ™s responsibility to check the above listed address daily or any posted changes to solicitation ™s plans and specifications. Acceptance of Government Purchase Credit Cards is required along with the purchase of DOD E-Mall encrypted software. Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. The information being requested does not constitute a Request for Proposal or a commitment on the part of the Government to award a Contract or to pay for any costs incurred as a result in replying to this notice. This notice shall not be construed as a commitment by the Government for any purpose.
