- General Information Quad chart The Department of State, Bureau of Arms Control, Verification and Compliance through the Key Verification Assets Fund or V Fund Program is interested in the full range and scope of possible proposals for retaining, researching, developing, or acquiring technologies or programs relating to the verification of arms control, nonproliferation and disarmament agreements or commitments. This BAA is open to all interested and qualified sources, to include participation by and potentially with both “traditional and non-traditional” members (e.g. large businesses, small businesses, independent consultants, academic institutions, Federally Funded Research and Development Centers, government agencies, non-governmental organizations, consortium participants, others) that may assist the Department of State in finding innovative technological approaches to current and future arms control, and nonproliferation policy implementation challenges through exchanges between the science and technology communities. The V Fund encourages teaming opportunities between qualified sources that may assist the Department of State in finding innovative technological approaches to current and future arms control, and nonproliferation policy implementation challenges through exchanges with and between various science and technology communities. See Section 4. “Eligibility Information”, of the BAA for full Eligibility Requirements. ** Potential applicants are strongly encouraged to review all amendments in its entirety, the BAA is updated. In addition to the information provided in the BAA, the Department of State will accept proposals that focus on experimental work that creates a roadmap for a future, larger scale research program, as it applies to the science and technology research needs described in the document.
