Description
INTENT TO NEGOTIATE A SOLE SOURCE NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Ferdinand Hassler requires tow body to be used with the oceanographic sensor MVP-200 system to be used for collecting water column properties (salinity, temperature, depth, and speed of sound). This is a mission critical piece of equipment. This product will be provided by AML Oceanographic Ltd. 800 Windmill Road, Unit 6C Dartmouth, Nova Scotia Canada, B3B1L1. AML Oceanographic Ltd is the Original Equipment Manufacturer (OEM) for the Moving Vessel Profiler (MVP. AML Oceanographic has acquired all the proprietary rights to sell service and support the MVP product line from Rolls-Royce. AML does not have any exclusive agreements for sale of the AML equipment in North America. Therefore the government intends to negotiate directly with AML avoiding unnecessary mark ups, delay, warranty, and delivery issues. The requirements are as follows: Procure an AML spare tow body and accessories to be used with the oceanographic sensor MVP-200 onboard the NOAA SHIP FERDINAND HASSLER as follows: 00102B000E Single Sensor Tow Body - 200 for use with one Primary Sensor 00102A000C Single Sensor Tow Body Power Module 001022412B 24" Interconnect Cable with a Male Micro 4 connector with a male locking sleeve (MCIL4MP// MCDLS-M) to a Female Micro 4 connector with a female locking sleeve (MCIL4FS//MCDLS-F) 001022409B 18" Interconnect Cable with a Male Micro 6 connector with a female locking sleeve (MCIL6MP//MCDLS-F) to a Female Micro 6 connector with a female locking sleeve (MCIL6FS//MCDLS-F) The Government is not aware of any other authorized vendors that can provide this specialized equipment while also meeting all of the requirements/concerns listed above. The intended procurement is to acquire an AML tow body currently using aboard the NOAA SHIP FERDINAND HASSLER. The Government intends to acquire this part under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with AML Oceanographic Ltd, under the authority of FAR 13.106-1(b)(1)(i). The North American Industry Classification Code (NAICS) for this acquisition is 334519, Other Measuring and Controlling Device Manufacturing with a business size standard of 500 employees. This is not a solicitation for competitive quotes. However, if any interested party that is an authorized distributor, re-seller, dealer from AML and can provide the above requirement, at no additional mark ups, without compromising manufacturing, delivery and warranty may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 5:00 PM EST on March 19, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required item. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00 PM EST on March 19, 2018.
