- INTENT TO SOLE SOURCE The National Background Investigations Bureau (NBIB) intends to negotiate a sole source contract under the authority of FAR 6.302-1 with Iron Mountain Information Management, LLC, One Federal St Boston, MA, 02110-2012, of for office renovations. Iron Mountain management is the owner of the facility and this action is a firm fixed price, single award, open market, purchase order. The General Service Administration (GSA) has delegated this requirement to NBIB to complete and does not impact the terms and conditions of the established lease. Public Buildings Service (PBS) Leasing Desk Guide, Chapter 8, Alterations in Leased Space, Section 3 page 8- 10 states the following additional best practices apply to post occupancy alterations. GSA must always first approach the lessor to request a proposal for alterations, since alterations usually require tying into the building's existing electrical, mechanical, plumbing, or fire protection systems. Using alternative sources for alterations could negate the lessor's responsibility for maintaining these systems, especially in instances of negligence or damage on the part of the Government or the Government's contractor. This action will utilize the Simplified Acquisition Procedures (SAP) as outlined in Federal Acquisition Regulation (FAR) Part 13. NBIB occupies leased space within in the Iron Mountain facility. The Justification and Approval for this action will be included as a part of the award notice. The NAICS Code is 531120 and the Size Standard is $38,500,000.00. This pre-solicitation notice serves as notice of intent to award a sole source contract and is not a request for competitive proposals and is not a solicitation or a request for offers. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirements of the solicitation, that competition would be advantageous to the Government and would not violate the occupancy lease. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement to the Contracting Officer within 3 calendar days of the date of this notice.
