- This is a reposting of the Sources Sought Snypsis dated 9 May 2017 due to FBO posting error. The intent of this sources sought snypsis reposting is to ensure the description of Government requirement contained in this snypsis is clear. Naval Sea System Command (NAVSEA) intends to award a sole source contract to Electric Boat Corporation (EB), 75 Eastern Point Road, Groton, CT 06340, for skilled craftsman and incidental material to support operation of a NRMD at SUBASE, NLON to assist returning of mission ready submarines to the Fleet. The Government requirement entails nuclear related maintenance, modernization, and repair requirements on operational nuclear powered submarines, floating dry docks, support and service crafts, and plant equipment assigned to NLON for the U.S. Atlantic Fleet. The cost plus fixed fee level-of-effort contract will require project management, technical analysis, engineering and planning, training, inspection and nuclear services to accomplish intermediate-level nuclear submarine maintenance, modernization, and repairs in support of modernizing Government-owned facilities and equipment and providing off-hull support of submarine maintenance. The contractor shall accomplish naval nuclear work task using approved processes, technical work documents, and equipment. The scope of this work includes overhaul, maintenance, repair and modification upgrades and/or ancillary services uniquely manufactured by GDEB in support of maintaining nuclear powered submarines. Personnel must be certified to work inside all designated nuclear spaces of submarines to perform nuclear-related actions as required by NAVSEAINST 4350.2C and COMFLTFORCOMINST 4790.3. Work in support of the Naval Submarine Support Facility (NSSF) under NRMD is performed inside nuclear and SUBSAFE work boundaries. Contractor personnel require a working knowledge of nuclear and SUBSAFE work boundaries, policies, and directives. Work will be performed at the submarine base in New London, CT with occasional efforts at the company's shipyard in Groton, CT. The dynamics of submarine force operation require an NRMD contractor capable of meeting workload surges and shifting skill requirements on a daily basis. This effort requires an NRMD contractor to be a nuclear qualified shipyard and to maintain a staff in close proximity to SUBASE, New London, capable of meeting the NRMD requirements. The anticipated period of performance will be from 12 April 2018 through 11 April 2019 with four one year options expanding from 12 April 2019 through 11 April 2023. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
