THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The NCO 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 101, Milwaukee, WI 53214, is performing market research. This Sources Sought is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential vendors, including Small Businesses, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran Owned-Small Business (SDVOSB) vendors relative to the North American Industry Classification System (NAICS code) 339112. The Jesse Brown VA Medical Center located in Chicago, IL has a need for several M3 Gold Autoclavable Foroblique Telescope 30 degree, Color Coded White. This is an optical device designed to provide the illumination and image transmission capabilities of a rigid endoscope. It typically includes a set of lenses (e.g. thin and rod-shaped lenses) and/or fiberoptic bunch, and is introduced through the sheath of the endoscope system. The endoscope is connected to a light source, and the returning image is directly observed or scanned with a video camera. It is used for examination of body cavities following natural tracts (urinary, gastrointestinal or surgical cavities. Indication of which business category (SDVOSB, VOSB, Small Business or Large Business) for which the organization qualifies. Are you providing a small business product? A capability statement that addresses the organizations qualifications and ability to provide the requirement depicted above. If an authorized distributor, a memo or correspondence (ON OEM letterhead from the OEM) which authorizes distributor to distribute the manufacturer s products. If an authorized distributor, a statement explaining the added value provided with this purchase. Reference the product, facility, and sources sought number on all correspondence regarding this announcement. Preference will be given to SDVOSBs, then VOSBs, and then small businesses who provide authorized OEM distributor letter. ALL SDVOSBs or VOSBs must provide evidence of VIP certification. ** (a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.   No remanufactures or gray market items will be acceptable.   (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.   All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.   Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.   TELEPHONIC INQUIRIES WILL NOT BE ACCEPTED This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your response will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to the notice and submittals will not be returned to the sender. The applicable North American Industry Classification System (NAICS) code for this requirement is 339112 and the small business standard is 750 employees. Responses due are to be submitted by email to Shari Lee at Shari.Lee@va.gov. The information requested must be received no later than 5:00 PM Central Standard Time by Friday March 16th, 2018.
