Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number 36C24E18Q0069 for a web-based research protocol management system (IRB) is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92. This requirement will be made using a cascading set-aside under the associated NAICS code 518210 with a small business size standard of $32.5M. The attached solicitation document contains all line item numbers, quantities, units of measure, descriptions of requirements for the items to be acquired, dates and places of delivery, along with other applicable specifications. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The selected offeror shall comply with commercial item terms, conditions and provisions, which are incorporated in the attached solicitation document. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. In addition, the offeror shall review and acknowledge the attached solicitation document, item details, delivery schedule, and all other requirements, and agree to all terms and conditions set forth in the solicitation document. Evaluation of offers will be made in accordance with FAR 13.106-2, and award made on the basis of lowest price technically acceptable. Any questions pertaining to this solicitation must be submitted in writing to Contracting Officer at Michael.haydo@va.gov by 10:00 AM EST on Monday, 3/16/2018 with the title IRB Protocol Management Question in the email subject line, and will be addressed via an amendment to the solicitation. All quotes shall be submitted to the Contracting Officer by email at michael.haydo@va.gov by 10:00 AM ET on Monday, 3/19/2018. No hardcopy proposals will be accepted, and late offers will not be accepted. Offeror shall submit a cost proposal as a separate document. Offeror shall provide a narrative to address each evaluation factor. Offerors shall present clear evidence of ability to meet or exceed all requirements of this acquisition. Offeror must submit: A cost proposal as a separate document, or on the attached Form 1449. A narrative addressing each Evaluation Factor (see further information below), presenting clear evidence of ability to meet or exceed all requirements of this acquisition. Evaluation: Evaluation will be based on Technical, and Cost Factors. Technical factors are less important than Cost. Commercial Items applies to this requirement. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation; will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price/cost, and Technical. Evaluation will be performed as follows: Evaluation Factors Technical Proposal Submission The proposal must detail, in narrative form, the Offeror s technical approach for fulfilling the requirements and adequately address all aspects of the Statement of Work and deliverables, particularly section B., Specific Requirements. Offerors must display adequate understanding of the Governments requirement and the nature of the work to be performed under the prospective contract. The proposal must demonstrate the Offeror s understanding of the nature of the work to be performed, under the prospective contract. Management Approach The proposal must detail, in narrative form, the Offeror s management approach to fulfilling and managing the requirements and adequately address aspects of the Statement of Work and deliverables of management s approach to satisfying the requirements stated in the Statement of Work.. Quality Assurance The proposal must detail, in narrative form, the Offeror s quality assurance plan to support the requirements outlined in the Statement of Work. Cost/price Offeror must submit a cost proposal as a separate document and provide sufficient information for the Government to determine fair and reasonable pricing. The Government intends to make an award based on the initial quotations. If further questions are required, the contracting officer may contact the Offeror or Offerors. Award may be made without discussion. Award will be made to the responsible Offeror whose quotation conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Additional contract requirement(s) or terms and conditions determined by the contracting officer: Set Aside Cascading set-aside procedures. Any award resulting from this solicitation will be made using a cascading set-aside order of precedence as follows: 1. In accordance with FAR Subpart 19.1405 and VAAR Subpart 819.7005, any award under this solicitation will be made on a competitive basis first to an eligible Service Disabled Veteran Owned small business [SDVOSB] concern provided that the conditions of 38 U.S.C. 8127(d) are met (the VA Rule of Two) whereby the Contracting Officer receives adequate competition of two or more small business concerns owned and controlled by Veterans, and that the award can be made at a fair and reasonable price that offers the best value to the United States. 2. If there is inadequate competition for award to an SDVOSB concern, the SDVOSB set-aside shall be withdrawn and cascaded to the next contracting order of priority in accordance with VAAR 819.7004, which is Veteran Owned Small Businesses (VOSB) and conducted in accordance with the procedures set forth in VAAR 819.7006 provided that the conditions of 38 U.S.C. 8127(d) are met (the VA Rule of Two) whereby the Contracting Officer receives adequate competition of two or more small business concerns owned and controlled by Veterans, and that the award can be made at a fair and reasonable price that offers the best value to the United States. 3. If there continues to be inadequate competition between SDVOSB and VOSB concerns, the cascading will continue through the contracting order of priority in accordance with VAAR 819.7004 and FAR 19.203. If the contracting officer determines that offers from small business concerns do not meet the solicitation requirements in terms of technical acceptability, past performance, and fair market price, the small business set-aside[s] will be withdrawn and award will be made on the basis of full and open competition. Adequate competition: Adequate competition shall be deemed to exist if At least two competitive offers are received from qualified, responsible business concerns at the set-aside tier under consideration; and Award could be made at fair market price as determined in accordance with FAR 19.202-6. The VA contracting officer reserves the right to consider competitive proposals submitted from all responsible offerors (including large businesses) in determining the fair market price. Due date and submission of quotes: The quotes are due by email on the date and time designated in the solicitation and shall be directed electronically to Michael.haydo@va.gov.
