Description
The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive solicitation in April 2018 for the AN/BLQ-10 Electronic Warfare (EW) System program. The solicitation will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Incentive Fee (CPIF), Firm-Fixed-Price (FFP), and Cost only line items. The resultant contract will be awarded to a single awardee. The AN/BLQ-10 EW System program provides radio and communications band threat warning and situational awareness for all U.S. Navy submarine classes. The program delivers technological upgrades as efficiently and cost-effectively as possible by fully leveraging the Submarine Force's Rapid Commercial-Off-The-Shelf (COTS) Insertion (RCI) Business Model. This model is underpinned by the Technology Insertion and Advanced Processing Build (TI/APB) Process and Open Architecture (OA) principles to deliver improved capabilities in time-phased increments responsive to fleet validated needs. The program is implementing incremental technology modernizations using the Submarine Warfare Federated Tactical System (SWFTS) TI/APB process. Every even year, the hardware baseline is modified to incorporate newer technology via a Technology Insertion (TI) to leverage the rapid advances in information technology, avoiding long term obsolescence while maintaining a high degree of compatibility and interoperability between refresh cycles. Every odd year, the system software is upgraded to include new Advanced Processing Build (APB) software, which may require firmware and hardware changes. This newest software delivery then becomes the basis for the next hardware TI. This requirement will contain TI 20, TI 22, and TI 24. Offeror(s) will only be allowed to submit one proposal as a prime contractor. A sources sought notice was issued in FBO on October 20, 2017 for AN/BLQ-10 Electronic Warfare (EW) System N00024-18-R-6200. This pre-solicitation synopsis is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis.
