- A. Pre-solicitation notice 36C10E18R0111 is hereby modified to incorporate the following changes: On Page 1, Paragraph A. Introduction, please add the following text after the last sentence of the first paragraph of the section: In accordance with VAAR Clause 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Set-Aside, to be considered for selection, any firm responding to this notice must be verified in the Vendor Information Pages (VIP) of the Center for Verification and Evaluation (CVE) website at https://www.vip.vetbiz.gov/. Any response submitted by a firm that is not in verified status by the date and time set for responses to this notice will be rejected as non-responsive and not considered for selection. Page 24. Paragraph E. Submission Requirements. Please remove subparagraph E.1 in its entirety. This removes the requirement for submission of construction drawings or plans. The following questions were submitted by interested parties, and the responses are provided below: Q: Solicitation Section D. Selection Criteria, 1. Technical Capabilities, 1. Key Personnel: requires a resume for a historical preservation engineer, and Appendix I provides the qualifications for a Historical Preservationist. Are these intended to be the same person? If not, what are the qualifications required for a historical preservation engineer? A: Yes, the qualifications for historical preservationist maybe used for the qualifications for a historical preservation engineer. Q: Based on the solicitation amendment posted of 2/26/2018, Solicitation Section D. Selection Criteria, Subsection 1. Technical Capabilities, Item 2. Past Performance requests minimum of three but no more than five examples of similar work for each task group listed within the Paragraph C, Project Information/Statement of Work, Subparagraph 22, (except Task Group 3 Technical Expertise/Studies for which you may provide up to seven examples). Are these examples of similar work to be presented in SF330 Part I - Section F? A: Yes Q: If these examples of similar work are to be presented in SF330 Part I - Section F, there will be a minimum of 12 to as many as 22 projects in Section F. Typically SF330 Section F is limited to 10 projects. Do you want us to present 12 to 22 projects in Section F? Section F states Present as many projects as requested by the agency, or 10 projects, if not specified. Completed one Section F for each project. A: Solicitation Section D. Selection Criteria, Subsection 1. Technical Capabilities, Item 2. Past Performance last sentence requests A/E fees awarded between 2006 and present along with dates. SF330 Part II Instruction for Block 10 (see attached) require revenue index number (not fee amounts or dates) for last five years only and there is no space in Block 10 for dates. Q: Would it be sufficient to follow the standard instructions for SF330 Part II, Block 10 which indicate: For each type of experience, enter the appropriate revenue index number to reflect the professional services revenues received annually (averaged over the last 5 years) ? A: Please use the Revenue Index Number from the Professional Services Revenue Index Number table below Block 10 for the amount of Revenues received during the last 10 years although the form states the last 5 years. The VA will use this index to better understand of the size and scope of designs that a firm has completed in making its determination(s) of most qualified firm(s). Q: Since there is no space in SF330 Part II Block 10 for fees (dollar amount) or dates, would you consider deleting this requirement? If not, how would you like us to present the dates and fees? A: Please see the answer above. Please use the Revenue Index Numbers. As for the dates, consider adding that information to block 10b, or furnishing it separately in addition to the completed SF330. Q: Solicitation Section D. Selection Criteria, Subsection 1. Technical Capabilities, Item 3. Firm s Professional Qualifications, Part iii Volume requires: Interested firms must list in block 11 of the SF 330 the amounts and dates of all VA fees for A/E services awarded and negotiated with awards pending between 2006 and the present. Is the quoted sentence referring to SF330 Part II? A: Yes, it is referring to the SF330, Part II, Block 11, Annual Average Professional Services Revenue of Firm for Last 3 Years. Just as with Block 10 on the same form, please complete this block using the Revenue Index Numbers. Q: Would it be sufficient to follow the standard instructions for SF330 Part II, Block 11 which indicate: Enter the appropriate revenue index numbers to reflect the professional services revenues received annually (averaged over the last 3 years) ? A: Yes Q: Since there is no space in SF330 Part II Block 11 for fees (dollar amount) or dates, would you consider deleting this requirement? If not, how would you like us to present the dates and fees? A: Please complete Block 11 in accordance with the instruction on the SF 330. Block 11. Sub-Block a. is for all Federal Work not just VA work. Q: Will you consider changing the sentence quoted above to indicate to match with the SF330 Part II form and instructions? If not, do you want us to modify the SF330 Part II, Block 11 to accommodate the solicitation requirements? A: Please complete Block 11a with VA specific projects in accordance with the Selection Criteria. Q: Solicitation Section E. Submission Requirements, item 1 says: When submitting construction drawings contractors are required to submit one set in AutoCAD and one set in Adobe PDF. Are you requesting plan sheets from past projects to be included with the SF330? A: No plan sheets are required to be submitted. The reference to plan sheets in Section E, Item1 will be removed by the next amendment to the notice. (See Paragraph 2 of this modification). Q: If drawing sheets are to be presented with the SF330, will those sheets count towards the 75 page limit? A: The 75 page limit includes all pages submitted in response to the notice of intent. Q: If drawing sheets are presented with SF330, will the page size limitation of 8-1/2 by 11-inch paper (Section E Submission Requirements, Item 4) apply to the drawings sheets as well? A: Drawing sheets are not required to be submitted. Please see the answer provided to question 5a above (Paragraph 2 of this modification removes this requirement). Q: Solicitation Section E. Submission Requirements, Item 4 indicates a page limit of 75 pages for SF330. Does that page limit apply to SF330 Part I only or Part IIs will also count toward the page limit? Will the cover page (if used) count toward the 75 page limit? A: The 75 page limit includes all pages submitted in response to the notice of intent. Q: Solicitation Section E. Submission Requirements, Item 4 indicates: The font for text shall be Times New Roman 12-point or larger. Will you allow smaller font size for organization chart (Section D), any table in Section G and H, and drawing sheets (if needed, see question 2 above)? A: The font must be Times New Roman 12-point or larger. Q: The qualifications for Senior Project Manager and Regional Project Manager are provided in Appendix I, Primary Key Personnel and Consultant Qualifications. However, those positions are not listed in the Key Personnel section D 1. Technical Capabilities 1. Key Personnel. Project Manager position is listed in the Key Personnel section but it does not appear in Appendix I. We would like to know the required qualifications of Project Manager position listed in D.1.1. Does the Project Manager need to be a registered Professional Engineer or Registered Architect or is it sufficient for Project Manager to be certified as a Project Management Professional (PMP) or Certified Construction Manager (CCM)? A: The Project Manager position under Key Personnel list in D.1.1 shall have the same qualifications as the Senior Project Manager or Regional Project Manager. The Project Manager shall be a registered architect or engineer, expertise in advanced contract administration, cost and pricing, specifications, materials and management of architectural, structural, mechanical electrical and civil engineering services, have a working knowledge of US building codes, scheduling and state of the art methods associated with VBA facility construction. Q: The solicitation notice states Firms must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status and ownership and control sufficient to establish appropriate status. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz.gov at the time SF 330s are submitted, when the proposal is received as a result of the solicitation issued to the most qualified firm, and on the date of contract award will result in the offeror s proposal and SF 330 being deemed not acceptable. The following note is included at the end of the pre-solicitation: Note 1: If combining two or more companies in a joint venture (JV) for this requirement, then include each company's role under Part I, Item H of the SF 330. If the JV partners have never worked together on similar jobs, so indicate. The JV will be evaluated as one. The experience of each JV partner will be evaluated based on each partner's role in cited past projects and in the proposed JV role for this project. To identify the JV, provide the DUNS number for each entity and the JV entity. Additionally, submit a signed JV agreement. Failure to submit a signed copy of the JV agreement will result in the JV's submission being excluded from consideration. Can you please provide clarification on whether the JV itself must be CVE certified? Or will it suffice that both members of the JV are CVE certified? A: Yes, the JV must be separately verified by CVE in addition to the SDVOB portion of the JV being verified. Please see the attached document for clarification on the use of SDVOSB JV for VA contracts. The Center for Verification and Evaluation (CVE) must verify that the SDVOB portion of the JV will receive not less than 51% of the profits of the venture. If all parties to the JV are SDVO small business concerns, the JV itself must still be verified. Additionally, the JV will need to have a separate registration in the System For Award Management (SAM). Q: I have a question regarding the number of KEY PERSONNEL how many do you consider KEY? They are identified on 3 separate pages: 4, 10 and appendix 1 combining all three pages gives us 25 disciplines, is this correct? (1) Architect; (2) Structural; (3) Civil; (4) Mechanical; (5) Electrical; (6) Environmental; (7) Landscape; (8) Value Engineering; (9) Cost Estimator; (10) Scheduler; (11) Risk Analyst; (12) Fire Protection; (13) Historic Preservation; (14) LEED or GREEN Globe Certifier and (15) Quality Assurance/Quality Control (16) Construction Administration (17) Historical Preservation designs. architect, structural engineer, civil engineer, mechanical engineer, electrical engineer, fire protection engineer (registered with evidence of successful completion of Fire Protection Examination), geotechnical engineer, land surveyor, historical preservation engineer, and environmental engineer. Resumes shall be provided for other key personnel as follows: project manager, interior designer, cost estimator/engineer, value engineer, scheduler, risk analyst, landscape architect, medical equipment planner, and space planner. A: The Selection Criteria, Paragraph D.1.1 provides the following information: Key Personnel: Key personnel are required to be licensed, registered, and/or certified in the discipline for which they are filling. Resumes for qualified personnel should be presented in Section E of the SF 330 for the following key personnel: architect, structural engineer, civil engineer, mechanical engineer, electrical engineer, fire protection engineer (registered with evidence of successful completion of Fire Protection Examination), geotechnical engineer, land surveyor, historical preservation engineer, and environmental engineer. Resumes shall be provided for other key personnel as follows: project manager, interior designer, cost estimator/engineer, value engineer, scheduler, risk analyst, landscape architect, and space planner. Accordingly, the Government will evaluate Section E of the SF330 and resumes submitted for other key personnel. Q: Org Chart can this be produced on 11x17 sheet size? Section G can this be produced on 11x17 sheet size or larger to accommodate all key personnel and up to 22 projects? Section H Technical Capabilities, Key Personnel matrix - can this be produced on 11x17 sheet size? A: No. All documents must be submitted on 8 ½ x 11 paper. Q: Does the SF330 Part II count against the overall page limit of 75 pages? A: Yes. The SF 330 Part II entries count towards the limit of 75 pages Q: Can the text in tables imbedded in the SF330 response, including Section D Organization Chart and Section G Matrix be a smaller point size than the required 12pt. Times New Roman? A: No. The Organization Chart and Section G Matrix must be in 12pt. Times New Roman font Q: May we selectively utilize an 11 x 17 page size for the Section D Organization Chart and Section G Matrix, or other as needed? If so, would these 11 x 17 pages count as 1 or 2 pages? A: No. All pages must be 8 ½ x 11 Q: Please confirm that the submittal is to be an electronic submission for responses. Note item # 5 under E. SUBMISSION REQUIREMENTS which states the opposite. A: Packages must be submitted via e-mail. Facsimile transmissions will not be accepted. Q: Under E. SUBMISSION REQUIREMENTS, it states that the electronic submittal include an original SF330, Parts 1 and 2, for the prime and an SF330 package for each subcontracted consultant proposed. Please confirm whether consultants information is to be included in the prime s SF330 submittal, or if separate SF330 s are required for each. A: The firm must submit an SF330 package for the Prime and an SF 330 package for each subcontractor. Q: I am hoping to find out if the subject effort is a new requirement or a follow-on to an existing contract? If the latter, can I please find out the incumbent contractor's name and contract number? I appreciate your time and help. A: This is a new requirement. There is no incumbent contractor. Q: The list of Key Personnel under D. Selection Criteria; 1. Technical Capabilities; Key Personnel differs from the list of personnel under C. Project Information / Statement of Work. The latter paragraph includes materials testing (usually separate from geotechnical), industrial hygiene (Certified Industrial Hygienist is usually different from the Environmental Engineer who investigates for HazMat and develops a plan for remediation), and security systems design; the list of required personnel following this includes a LEED or GREEN Globe Certifier and Construction Administration. A: Paragraph C, Project Information Scope of Work outlines the type of work the resultant AE Firm might be expected to perform under the IDIQ contract. However, the Government will only evaluate and the AE Firm needs to only provide resume information for those disciplines shown in Paragraph D, selection criteria. The disciplines and services provided in Paragraph C are not exhausted. It is merely a scope of the kinds of services the AE might be expected to perform under the contract. In contrast, Paragraph D is stating that the Government will evaluate the qualifications of the disciplines listed as part of its determination of most qualified. Q: What about projects for which we completed the design but the VA has not built? We have completed the contract; the decision to build (or not) was not in our control. It is acceptable if a project is used in more than one task group? For example, a project for a new addition required assessments (group 1), technical expertise/studies (group 3), and design (group 4). A: The projects submitted to demonstrate a firm s past performance and professional qualifications must have been constructed. Yes, if a project fulfills more than one task group, you can include it on multiple task groups. Q: Final cost estimate does not compare to the contract award. Final cost estimate is the estimated cost of construction; contract award is the fee to the firm awarded. Additionally, neither the final cost estimate or the contract award amount are bid or negotiated. UNLESS, of course, you mean to ask for a comparison of the final construction cost estimate and the actual award amount for construction (and the award amount could have been bid or negotiated). The difficulty here is that with most VA projects we are not given the amount of the construction award. A: Please insert the difference between the final construction cost estimate and the actual contract award amount. The actual contract award amount should include the final negotiated price of the construction contract award before the addition of change orders or other price modifications. This information is available from the VA Contracting Officer who awarded the contract. Q: So, are you looking for CPARS, PPQ, and other items that are for projects we list in the task groups? A: Please see Page 21, Paragraph D.7., Additional Factors. Q: What s meant by total capacity? Does it mean the total of the estimated construction costs for each task order? A: Please see Page 21, Paragraph D.6. Capacity. Q: Identify examples indicating design team (including consultants) experience and concepts employed, LEED points anticipated and final LEED points awarded, and LEED certified professionals among the Key Personnel Are these examples to be from among the projects listed in Section F, or are these to be merely lists of projects? What about projects that were designed to be energy efficient but were not meant to be LEED certified? A: Please see Page 20, Paragraph D.3 (ii), Firm s Professional Qualifications. Q: In the SF330 Part 1, block 11 is Role in this Contract. In the SF330 Part II, block 11 is a very tiny box which requests only a number to represent average annual revenue for the firm over the past 3 years. Where, exactly, are we to place this list? A: SF330, Part II, Block 11 only requires a letter entry that specifies the magnitude of the services provided. Please the box entitled Professional Services Revenue Index Number immediately to the right of Block 11. Q: What is an example of an irrelevant project? Our firm is awarded contracts from a variety of industries (e.g., health care, elder care, commercial, education) and all of these projects could be used as examples under the task groups. A: The resultant IDIQ will be used for A/E and other collateral services primarily for office buildings in the Veterans Benefits Administration. A firm should confine its submission of relevant projects to design services provided for renovation of office buildings. Q: So, Veterans Benefits Administration comes under VA Construction & Facilities Management? A: The Veterans Benefits Administration does not fall under VA Construction & Facilities Management. VA Construction & Facilities Management is a VA Central Office Function. These design projects will be completed for the Office of Facilities which fall under the Office of Management within the VBA. Q: How does Other Factors in Paragraph D.7 differ from D. Selection Criteria; 3. Firm s Professional Qualifications? A: Paragraph D.7., Additional Factors is a reiteration of the goal of Paragraph D.3, Firm s Professional Qualifications. The text in paragraph D.7, Additional Factors is required by VAAT 836.602-1(b). The selection criteria set forth in paragraph D.3, Firm s Professional Qualifications is how the Government will evaluate how well the firm meets that VAAR requirement. The date and time set for receipt of responses to the Notice of Intent is not changed by this modification.
