- The purpose of this amendment is to change the required period of performance. The FDA is seeking support for a 12-month base period plus four (4) 12-month option periods. Starting periods for licenses vary in the first year but the goal is to have unified POP end dates. In additon the closing date for this notice has been extended to March 20, 2018 at 5pm ET. The Department Of Health And Human Services, Office Of Acquisition And Grants Intends to award a Sole Source Simplified Acquisition To Ansys, Incorporation, 275 Technology Drive, Canonsburg, PA 15317. The objective is to Purchase Software Maintenance Service For the following Ansys Products: 1. LIC0031388 - Annual Maintenenace for ANSYS CFD Enterprise 2. LIC0004755 - Annual Maintenance for ANSYS CFD HPC (Unit price for processors 3 thour 32) 3. LIC0004747 - Annual Maintenance for ANSYS CFD HPC (First 2 parallel processors) 4. LIC0000883 - Annual Maintenance for ANSYS Design Modeler 5. LIC0000539 - Annual Maintenance for ANSYS Mecanical Enterprise 6. LIC0004123 - Annual Matinenance for ANSYS HPC Pack 7. LIC0005035 - Annual Maintenance for Annual Maintenance for ANSYS HFSS 8. LIC0005339 - Annual Maintenance for ANSYS Optimetrics 9. LIC0010117 - ANSYS HPC Workgroup 32 - TECS The Maintenance Service would provide FDA customer with product updates, bug Fixes, and technical support for a 12-month base period and four (4) 12-month option periods. The Center for Devices and Radiological Health (CDRH) have existing ANSYS equipment. The only company that provides maintenance and support for its software is ANSYS Incorported. ANSYS does not authorize 3rd party vendors to resell or distribute this product. This decision was made by ANSYS so that software updates can be provided to their customers directly and so that technical support for installation and modeling can be provided. The ANSYS software is needed to support ongoing finite element analysis and computational fluid dynamics research projects for CDRH's Office of Science and Engineering Laboratories (OSEL) and Division of Applied Mechanics (DAM). In order to obtain optimum functionality in the software, technical support and product enhancements are necessary. Software Maintenance will allow DAM to obtain any applicable technical enhancements, program corrections, and customer support. Ansys Incorporated's Software Maintenance program, engineers in DAM will be able to obtain telephone and email support for operating these software packages. Engineers will also be able to obtain new releases of the software which will include updated algorithms, enhanced functionality, and corrections. Without this maintenance agreement, engineers in DAM would be operating out of date software with limited functionality. The proposed simplified acquisition action is for products for which the government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit quotes within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. No solicitation is available. All responsible vendors are encouraged to submit a response to this notice. FDA will consider all responses received prior to the closing date of this notice and will use responses in determining whether it is necessary to use full and open competition for this requirement.
