Description
SOURCES SOUGHT SYNOPSIS BBG50-RFI-18-RUS-001AM This Notice is extended through Friday, March 30, 2018 The Broadcasting Board of Governors (BBG) and the Russian Language Division within the Voice of America, Washington, DC is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide a combination of multimedia reporting and content production services throughout Europe with a focus on the following cities: 1). London, England; 2). Kyiv, Ukraine; 3). Riga, Latvia; 4). Tallinn, Estonia; 5). Vilnius, Lithuania; 6). Brussels, Belgium. Scope of Work: Contractor will produce original multimedia news reports and features for VOA Russian Service's TV and Digital platforms; contractor will write stories in the Russian language and file completed, distribution-ready video packages covering wide range of subjects, and using variety of news sources. Multi-media reports (on average are 3-5 minutes long) and features should be 500-900 characters in length. Contractor will, when assigned, engage target audience through publishing content and discussion in social media. All content shall be submitted to the VOA Division and Contracting Officer's Representative (COR) for review and acceptance. Contractor will, when assigned, serve as an on-camera talent in live or live-to-tape studio TV shows and interactives; he/she will initiate and conduct original on-camera or Skype interviews with a wide variety of newsmakers in the Russian language. Length will depend on the topic and format. The contractor shall be capable of and be responsible for independently operating contemporary television (TV) field production equipment and systems for the recording of video programming for VOA Russian service. The contractor shall possess the necessary equipment needed to perform all elements needed to deliver a distribution ready package or assignment to the VOA Russian Division. The Contractor shall be available to accept assignment work for all of the above within mutually agreed upon flexible hours, including evenings, weekends, and Government Holidays. The quality and efficiency of the assignments performed by the Contractor shall be reviewed and accepted by the Contracting Officer's Representative (COR). The Agency will only pay for assignments accepted and used. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 711510. THIS IS NOT A SOLICITATION ANNOUNCEMENT. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Capabilities Submission: If you or your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address (if applicable), telephone number, and size and type of ownership for the organization; and 2) Tailored corporate capability statements and/or professional CV/resume addressing the particulars of this effort (with appropriate documentation supporting current and/or relevant past performance history), and 3). organizational and staff capability. Proposals will be accepted from prime contractors only. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with broadcasting licenses, program schedules and cost management. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
