- RFI Attachment 2, Industry Q&A RFI Attachment 1, Technical Requirements Request for Information Letter and Instructions to Respondents The Department of Housing and Urban Development (HUD), Federal Housing Administration (FHA), Office of Single Family Housing (SFH), is seeking contractor support to provide a transaction based electronic appraisal delivery portal with approved government Mortgagees and service providers. This support is expected to consist of configuration, hosting and service support of the automated electronic appraisal solution. The expected outcome of the EAD Portal is to enable FHA-approved mortgagees and/or their third-party service providers access to the portal to electronically upload, submit and/or view appraisal data for loans submitted to FHA for insuring. The portal data will be submitted to FHA insuring systems for processing. The Government has concerns about the current situation of a long transition and potentially high costs to allow a transition to a competitive environment, as well as the potential redundancy of the onboarding process in any future follow-on requirements. Current estimates for this transition effort would be roughly $2,000,000 and 10 months. The purpose of this RFI is to conduct market research to understand potential innovations in the market and the ability to fulfill the Government's need with commercial or otherwise non-developmental products. At this point, this RFI is for market research only, and is not meant to imply there will be an immediate follow-on solicitation for this requirement issued by GSA-FAS. Results from this RFI will allow the Government to conduct an initial review of industry capabilities in support of requirements identified in this RFI. The Government is also amendable to conducting 1-on-1 due diligence sessions for further understanding and discussion of this requirement with respondents to this request. The Government is seeking to understand required lead times, appropriate pricing structures, and alternatives that would provide better overall solution to the Government. Interested respondents are requested to complete the items identified in the attachments. The intent of this effort is to allow the Government identify procurement solutions that overcomes barriers to competition without unacceptable delays or substantial duplication of cost.
