Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Dr. Keya Banyopadhyay in association with UNIVERSITY OF CALIFORNIA SAN DIEGO SCHOOL OF MEDICINE located at 9500 Gilman Dr. #0602 La Jolla, CA. 92093. This requirement will be used to establish a Basic Research Data Analysis Services Contract for the VA San Diego Healthcare System (VASDHS). VA San Diego Healthcare System (Principal Investigator (PI) - Sushil K. Mahata, Ph.D.) is requesting single source procurement of consultation and technical support from Dr. Keya Bandyopadhyay, Ph.D., who is needed to interpret and analyze the glycan-HPLC, metabolic enzyme and protein analysis data using her long-term expertise in this field. She will also trouble-shoot problems implementing the data processing tools and support research staff efforts to develop relevant methods and scripts. She will work closely with the PI and study staff in preparatory work for presentations and professional research meetings, as well as for manuscript submissions, for publication of research findings. The proposed period of performance will be from 3/26/2018 through 3/25/2020 (Base plus 1 Option Year). The estimated value of the Base Year is $48,000.00 with a total estimated value of $96,000.00 for the life of the contract. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 3/26/2018. The place of performance is as follows: REGENTS OF THE UNIVERSITY OF CALIFORNIA dba: UNIVERSITY OF CALIFORNIA SAN DIEGO SCHOOL OF MEDICINE located at 9500 Gilman Dr. #0602 La Jolla, CA. 92093. The North American Industry Classification System (NAICS) for this requirement is, 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The Small Business Administration size standard for this sector is 1000 Employees. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
