Description
Cougar Dam Debris Boom Site Plan General. This is a REQUEST FOR INFORMATION and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Project Requirements: Protect a floating fish collection facility from operational interference and damage by floating debris (primarily woody debris). This debris boom must be able to prevent the passage of large woody debris both over the top and below, as well as prevent passage of unauthorized vessels. Vessels operated by project staff must have a method of getting through the debris boom. The debris boom will be oriented in a manner to aid prevailing winds in pushing floating debris toward a collection point. The debris boom will not have parts that prevent the removal of woody debris that becomes wedged against the boom. The debris boom must not create a physical barrier that will prevent juvenile fish passage and should not become a barrier for reasons related to fish behavior. Existing conditions: 1. See attached Site Plan 2. Annual debris loading is approximately 1/2 to 3/4 of an acre of floating woody debris. 3. Maximum/Full pool (for maximum flood control operations) is at EL 1699.0 ft. MSL NGVD29 4. Maximum conservation pool is at EL. 1690.0 ft. MSL NGVD29. 5. Minimum conservation pool elev 1532 ft. 6. Minimum power pool elev 1516 ft 7. Max wind speed 15.7 mph. Please provide answers to the following questions regarding your product. 1. Based on the attached plan and environmental conditions description, describe a product that your company manufactures which can meet the requirements of this project. Please note the space between Rush Island and the western shore that also requires protection. 2. Suggest anchor points locations for your product that will best assist in wind transport of woody debris to Debris Removal Access Road. 3. Provide examples of boat access through the debris booms. 4. Provide examples of locking mechanisms for these boat pass-thru and how they would be accessed from a boat. 5. Provide quantitative data on effectiveness of the boat access from keeping out debris. 6. Provide examples of projects (Less than 10) where the same product that is being suggested by your company for this application has been installed under similar circumstances to protect a dam and has been in use for more than 2 years. Provide contact information for Operations staff at those facilities. 7. Provide quantitative data on effectiveness of the barrier with approximate percentages of debris that moves under the debris barrier. 8. If a series of multiple booms is proposed, provide quantitative data on the increased effectiveness of each additional boom. 9. Describe how the proposed debris boom operates within a reservoir with fluctuating elevation including how it will be able to come to rest on solid ground, or even potentially remain suspended during unusually low water level drawdowns, without sustaining damage from those situations. 10. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
