Response: This would have to be at the expense of the contractor that has a shipping carrier account. SOW page 9, last paragraph. Is there an estimate of the frequency of pickups/mailings of forms? Response: The minimum would be on a weekly basis. Will the transportation occur on a scheduled interval or more random in nature? Response: This will depend on the volume of our programs intake. It varies time to time. Is there an estimate of how many forms fit into one crate? Response: 2500 Will the NEPEC designate one main POC for the remediation of any form errors? Response: Yes Is this for a form submissions that have already been completed, or yet to be completed? Response: The forms that are submitted stand completed. If not already completed, is there any interest in an electronic capability to capture this survey data directly from the customers? Response: No Whether companies from Outside USA can apply for this? (like, from India or Canada) Response: The solicitation is 100 % set aside for US Service Disabled Veteran Owned Small Businesses in accordance with FAR Part 19. See FAR Part 19 for Eligibility requirements. The vendor shall also meet the time requirements in the PWS. Whether we need to come over there for meetings? Response: Phone calls, emails, teleconference and/or video conference should suffice. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) Response: The solicitation is 100 % set aside for US Service Disabled Veteran Owned Small Businesses in accordance with FAR Part 19. See FAR Part 19 for Eligibility requirements. The vendor shall also meet the time requirements in the PWS. Vendors are required to meet the limitations of subcontracting in accordance with VAAR 852.219-10. Can we submit the proposals via email? Response: Yes 13. With regard to Total Turnaround Time (TAT), will the clock start once vendor signs for the box at its facility? Response: Yes 14. We have experience with numerous similar contracts with USG, and we've received 1,000's of documents a day, with the standard box size being 2,500 pages. However, we cannot find a standard definition of the term "crate", which is the term used in the solicitation. How large is a crate?   Response: The term crate is designed as 21 L X 14 W X 10 D; however, standard box size is acceptable. How frequently will boxes be shipped from the VA facility in Massachusetts (e.g., daily, weekly, monthly)? Response: Weekly Is this a new requirement? Response: No If this is not a new requirement, what is the name of the incumbent contractor? Response: DATAPREP INC Vendor analysis of incumbent contract information can benefit VA because vendors will have a target terms, conditions and prices to beat, resulting in better competition and potentially lower costs for the VA. If this is not a new requirement, what is the current contract number?     Response: VA241-13-C-0007 Given the uncertainty of the specific requirements at this late date and time, will the government extend the due date for proposals by 1 week? Response: Yes, The due date is the March 19th 2018
