- 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses SDVOSB This is a PRE-Solicitation notice that The National Cemetery Administration is soliciting offers under Solicitation Number 36C78618Q0273, Barrancas National Cemetery, located at 80 Hovey Road Pensacola, FL 32508, Naval Air Station. The Department of Veteran Affairs, National Cemetery Administration, (NCA) is seeking qualified SDVOSB to provide all personnel, management, supplies, transportation, equipment and supervision necessary to perform and complete all work to construct a Marker Grid Support System that includes, but not limited to: clearing and grubbing vegetation, excavation and backfill, headstone identification tagging, headstone removal, concrete foundation, concrete pre-cast marker support block, headstone re-installation with leveling sand, headstone cleaning, and turf restoration work. This work is in Veterans Millennium Health Care and Benefits Act of 1999, and the Study on Improvements to Veterans Cemeteries (Vol. 3, Cemetery Standards of Appearance). NCA Operational Standards and Measures, Version 1.0 was published and distributed in January 2003, version 2.0 was published in October 2004, and version 3.0 was published in October 2006, and version 3.1 in Oct 2007. This is referred to as a National Shrine Project. Contract Period of Performance is 270 days from date of award. Magnitude of the work: Between $1,000,000 and $5,000,000 The NAICS Code is 561730 (Landscaping Services) Solicitation is will posted through Government Point of Entry (GPE) Electronic solicitations will be available for download from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov on or before 2 April 2018. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered.
