Description
This announcement constitutes a Sources Sought Notice. THIS IS NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, Consolidated Mail Outpatient Pharmacy (CMOP), is seeking qualified sources to furnish all necessary labor, material, and supervision to provide a solution to convert ePrescribe data to FAX format located at the VA Meds by Mail located in two facilities. The purpose of this notice is to determine interest and capability of potentially qualified contractors relative to the NAICS Code 518210. The Small Business Size Standard is $32.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources-sought synopsis. This Sources Sought query is unrestricted. The type of solicitation issued and the manner of advertisement will depend on the response to this sources-sought synopsis. Contract Title: Inbound Electronic Prescribing (e-Prescribing) Fax Conversion Background The Department of Veterans Affairs (VA), Pharmacy Benefits Management (PBM) Meds by Mail (MbM) program processes in excess of 3.1 million outpatient prescriptions annually for VA Office of Community Care (OCC), Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) program. Approximately 1.5 million prescriptions (49%) are new and 1.6 million (51%) are refills. Currently, MbM has the capability to accept inbound electronic prescriptions through a fax conversion service where private providers prescribe through their local electronic health record (EHR) prescribing system. An intermediary contracted vendor converts this electronic prescription into a fax and sends it to MbM. Outbound (i.e., MbM to Provider) capability currently does not exist. Over 60% (900,000 new Rx s) of all new prescriptions processed by MbM are received via this fax conversion process. MbM seeks to continue this capability of receiving electronically prescribed prescriptions through a fax conversion via an intermediary. Scope Electronic prescribing or e-Prescribing is a prescriber s ability to electronically send an accurate, error- free and complete prescription directly to a pharmacy from the point-of-care and is an important element in improving the quality and safety of patient care. Currently, MbM only has the capability to accept inbound electronic prescriptions through a fax conversion solution where private providers prescribe through their local electronic health record (EHR) prescribing system, and an intermediary contracted vendor converts this electronic prescription to a fax and sends it to MbM. MbM does not and will not have the capability to accept a true electronically-prescribed prescription that goes directly into the VistA pharmacy computer system until an enterprise wide solution is developed. The timeline for this is unknown so MbM seeks to continue this inbound e-prescribed fax conversion solution. MbM needs to be a part of a secure, certified, national e-Prescribing network in order to exchange (send/receive) electronically-entered (e-Prescribed) prescriptions and other information (e.g., refill requests) with prescribers located throughout the United States. Electronic prescription information from the provider shall conform to current National Council for Prescription Drug Programs (NCPDP) SCRIPT Standards. NCPDP is an ANSI-accredited Standards Development Organization. SCRIPT is a standard created to facilitate the transfer of prescription data between pharmacies, prescribers, intermediaries, and payers. The current standard supports messages regarding new prescriptions, prescription changes, refill requests, prescription fill status notification, prescription cancellation, and medication history. Because MbM cannot accept a true e-Prescription, the fax will not be able to be in SCRIPT standard, but should include all pertinent information agreed upon by the contractor and MbM. The fax conversion solution will be an inbound only (i.e., Provider to MbM) service. No outbound capability (i.e., MbM to Provider) is needed (e.g., refill requests back to providers) and is considered outside the scope of this contract. Information exchange will go through the existing MbM Information Technology infrastructure. This will allow compliance with various state and federal mandates as well as improve accuracy, efficiency, safety, and quality of care for CHAMPVA beneficiaries. It is anticipated that approximately 1 million prescriptions would be electronically routed in the first year of implementation. Volume is expected to increase each year by 25% or more. Specific Tasks Task 1: Provide a detailed Project Management Plan (PMP) and briefing for the MbM project team, which presents the contractor s detailed plan for completing the task order. This plan should describe in further detail the approach to be used for each aspect of the task order as defined in the technical proposal, at a minimum, the PMP shall include the risk, quality and technical management approach, work breakdown structure (WBS) detailed schedule, cost requirements and proposed personnel. This PMP shall be kept up to date throughout the period of performance. Deliverables: Detailed PMP and briefing to commence upon award. Task 2: Provide a secure electronic prescribing network fax solution that allows prescribers with certified e-prescribing capability to electronically send/ prescriptions to MbM serving centers via a national e-prescribing network. Solution must have the ability to convert the electronic prescription into a FAX output and allow MbM to receive the prescription information through their existing FAX system. Deliverables: Functional electronic prescribing solution within 60 days of award. Task 3: Provide e-Prescribing Provide electronic prescribing network fax services for the base year. Option Year 1: Provide electronic prescribing network fax services for Option Year 1 Option Year 2: Provide electronic prescribing network fax services for Option Year 2 Option Year 3: Provide electronic prescribing network fax services for Option Year 3 Option Year 4: Provide electronic prescribing network fax services for Option Year 4 Performance Monitoring: The government will monitor performance through inspection and sampling. Security Requirements The solution must meet all VA information and network security requirements and all VA patient privacy requirements to maintain data integrity and patient confidentiality during the transmission of data to the MbM servicing centers. The contractor shall comply with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) requirements, specifically the administrative simplification provisions of the law and the associated rules and regulations published by the Secretary, Health and Human Services (HHS), the Health Insurance Portability and Accountability Act Security Compliance Memorandum (HA Policy 06-010), the Security Standards for the Protection of Electronic Protected Health Information. A Business Associate Agreement (BAA) and a Contractor Security Control Assessment (CSCA) will be required within 30 days of award. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI): Not applicable. Other Pertinent Information or Special Considerations System must comply with current National Council for Prescription Drug Programs (NCPDP) SCRIPT standards for electronic prescription information. (Note: NCPDP is an ANSI-accredited Standards Development Organization). Solution must meet all VA information and network security requirements and all VA patient privacy requirements to maintain data integrity and patient confidentiality during the transmission of data to the MbM servicing centers. The Contractor shall comply with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) requirements.
