- Housing Units Renovation (Moose Quarters 187-D & 164-B) Grand Teton National Park; Teton County, WY Contracting Officer: Alane Fitzpatrick Phone: (307) 739-3669 Email: alane_fitzpatrick@nps.gov Amendment-0001 NOTE: Per issuance of this solicitation Amendment, the hour and date specified for receipt of quotes IS NOT extended. Quotes submitted in response to Combined Synopsis/Solicitation 140P1418R0009 are due by 03/23/2018 at 1300 hours MDT. Contractor acknowledgement of this Amendment is required. The purpose of this amendment is to incorporate the following changes into Solicitation 140P1418R0009 and to inform all interested parties of the Solicitation related questions (asked by Contractors) and answers (provided by the Government). A copy of the Site Visit participant list is attached. Changes made herein are within the original intent and scope of the solicitation. A. C-1.2, Statement of Work; Item 1 - Quarters 164-B, Duplex Unit: 1. Remove installation of Items 1.23-Bathroom Tub and 1.24, Bathroom Shower. 2. Remove Items r and s and replace with the following: The Government has installed two bathtubs in this unit. The contractor shall finish trim out of the bathtubs. Work includes trimming out mixing valves, connecting shower heads and pipes, connecting tub spouts, valves and associated hardware. Install new shower rods and caulk all joints and penetrations. B. C-1.2, Statement of Work; Item 2 - Quarters 187-D, 4-Plex Unit: 1. Remove installation of Item 2.23-Bathroom Tub. 2. Remove Item q and replace with the following: The Government has installed one bathtub in this unit. The contractor shall finish trim out of the bathtub. Work includes trimming out mixing valve, connecting the shower head and pipe, connecting tub spout, valves and associated hardware. Install new shower rod and caulk all joints and penetrations. C. Solicitation Questions/Answers 1. Question: "Are bid bonds (hard copy, originals) required or are electronically submitted bid bonds acceptable?" Answer: Because bonds include corporate seals and original signatures to be considered legally sufficient, original documents are required. Reference Solicitation Section I, Contract Clauses - FAR 52.228-1-Bid Guarantee (SEP 1996). 2. Question: "Does 52.219-1 have to be completed if already registered in SAM?" Answer: Yes, (reference Section L-4 (b)). 3. Question: "Are liquidated damages included?" Answer: No, liquidated damages are not included in the Solicitation. 4. Question: "I'd like to propose an alternate for the flooring on this project. Is that something I need to do beforehand through you or simply bid an equal and then substitute after the fact?" Are alternate proposals allowable? Answer: Reference Solicitation Sections C-1.3, Technical Requirements, 0100-Government Furnished Materials and L-3, Instructions for the Preparation of Technical and Business Proposals. 5. Question: "Will the electricians that have done all the wiring complete the project, including any additional wiring and trim out?" Answer: The electrician, contracted by the Government, is responsible for the trim out. If an issue is noticed, the contractor shall notify the CO as soon as possible so that the issue can be remedied quickly. The electrician will return to complete the trim out when the contractor has finished the sheet-rock, texture, and painting portion of the work outlined in this Solicitation. 6. Question: "Will the plumber that has worked on the project do all final hook-ups for water and drains?" Answer: The successful contractor for this project shall make all final connections to the roughed-in plumbing. 7. Question: "If the plumbers will not be doing any more work on the project, has the work they have done been pressure tested?" Answer: The Government has pressure tested both units. No known issues exist. 8. Question: "Is there a cabinet layout showing upper and lower cabinet locations?" Answer: Cabinet layouts are not currently available. The successful contractor shall receive at a minimum, 'rough' (approximate) cabinet layouts prior to the start of work. 9. Question: "Have all the exterior doors and windows been installed?" Answer: The windows are installed. The successful contractor for this project shall install all exterior doors. 10. Question: "Does the Town of Jackson do inspections on construction?" Answer: The Town of Jackson is not responsible for inspections in Grand Teton National Park. Final inspection shall be performed by the Government. 11. Question: "There was mention that only one electrical outlet per house would be available for contractors. Would it be possible to get at least two?" Answer: Yes, the Park will furnish an additional electrical outlet for use by the contractor. 12. Question: "Will the MEP contractors who have started that work be completing it? If so, when will it be complete?" Answer: The electrician is responsible for coming back once the unit has been sheetrock, textured, and painted to finish the electrical trim out of both units. This includes installing thermostats and heaters, electrical plugs and light switches, interior and exterior lights. The Park's plumber will have the rough-in plumbing work completed and pressure tested before the contractor's start date. The contractor is responsible for the rest of the plumbing work. The fire suppression contractor will commission the new systems once the contractor has completed all work. The contractor shall provide advance notice to the CO before turning water on in both units so that the fire suppression contractor can be on-site to ensure the suppression systems are functioning properly. 13. Question: "Who is the fire suppression company that we would need to coordinate with?" Answer: The fire suppression company is Old Faithful Fire Sprinklers, Jackson, WY. The successful contractor for this project shall notify the CO once they are ready to send water to both of the units. Old Faithful Fire Sprinklers will need to be on-site to verify that the new fire suppression systems are functioning properly. 14. Question: "Is the asbestos encapsulate/seal going on the entire floor or just where the existing vinyl flooring is currently?" Answer: The encapsulate sealer will only be applied over the old vinyl tile squares throughout the units. 15. Question: "What kind of countertops are going into these units?" Answer: The Park has purchased laminated countertops and endcaps that will need to be cut to size and installed.
